Job Description |
|
|
- Provide technical leadership and advice at the regional level in the development of technical cooperation strategies, alliances and networks for the development of Human Resources for Health policy and plans in the Region.
- Provide technical leadership at the regional level in the monitoring and analysis of existing and emerging trends and issues in human resources for health, policies and planning and shape the development of a regional vision and agenda for action.
- Provide technical cooperation to Member States and sub-regional Entities to strengthen the governance capacity of the health sector in the area of human resources for health, including the ability to coordinate with other sectors such as education, labor and finance.
- Lead the development of Regional Goals for Human Resources for Health (HRH) at the regional level, promote their appropriation at the national and sub-regional levels, support their active monitoring and track progress.
- Provide technical cooperation to Member States and sub-regional Entities in the analysis of their situation of human resources, the formulation of HRH policy, regulations and plans and their alignment with the orientations of health systems and services and the evolution of health needs of populations.
- Coordinate the Initiative of the Network of Observatories of Human Resources for Health; promote and support the development of effective instances and mechanisms that bring together relevant stakeholders and interested parties in the analysis of human resources for health issues and problems, the utilization of available evidence and the formulation of policy alternatives and courses of action.

Qualifications & Experience :
- A university degree in one of the health, social, or management sciences and a masters degree in a political or social science, public health policy or health systems/services administration from a recognized university.
- Nine years of combined national and international experience in areas related to health policy development.
- Advising high level of government or decision/policy making instances; negotiating agreements with interested parties.
- Designing and deploying incentives systems to achieve human resources for health outcomes; promoting intersectoral cooperation; analyzing information systems; and technical cooperation programs for human resources for health development.
