Job Description |

|
|
CRS seeks a qualified candidate for Chief of Party who will manage the Title II Multi Year Assistance Program in Haiti. The overall goal of the program is to reduce food insecurity and vulnerability.
Note: This position is contingent on the awarding of funding by the donor Job Responsibilities:
Program Quality:
- Ensure that program vision and plans and are in line with CRS agency and country program strategies, and with key program staff and stakeholders, ensure program’s strategic objectives and results are fully accomplished and meet expected technical quality standards.
- Oversee periodic technical reviews and manage innovative, evidence-based changes in program direction and focus.
- Ensure strong integration of gender, do no harm, and accountability to communities (as defined by the CRS/Haiti Accountability Framework), including greater participation of community stakeholders across all sectors, regular communication to communities, and systematic collection of feedback.
- Oversee the development of program exit strategies from the onset, and on-going achievement of specific benchmarks for progressive implementation over the duration of the MYAP.
- With program staff, ensure the delivery of quality training, technical assistance and administrative and financial support to all partner agencies, including the selection and coordination of consultants.
- Oversee program’s monitoring and evaluation system, using data analysis as the basis for measuring performance and community satisfaction. Ensure that M&E learning is incorporated into evolving program plans, including the championing of ICT4D initiatives (Information and Communication Technologies for Development).
- With program staff, offer expertise in food security and nutrition to provide guidance and technical oversight to partners and other collaborating agencies to ensure that lessons of sound practice are documented and disseminated.
- Identify opportunities for synergy and ensure integration across MYAP program sectors, with other CRS/Haiti programs and/or with other service providers to maximize impact for beneficiary households and communities.
Management and Administration:
- Manage program budgets, including tracking of financial and material resources.
- Ensure accurate and timely reporting of program finances and progress status, review actual financial performance against the budget, and explain variances on a regular basis.
- Ensure staff compliance with all CRS administrative and operational procedures and policies, as well as applicable donor regulations.
- Approve program expenditures, budget adjustments, and cost modification requests to donors. 5. Ensure strong collaboration between the Logistics Departments in Les Cayes and the Logistics Office in Port au Prince.
Representation and Advocacy:
- In collaboration with CRS country representative, act as primary program contact to donor and other local and international stakeholders, responsible for addressing all program matters.
- In collaboration with CRS country representative, strengthen linkages with existing and potential partner agencies, with an emphasis on partnership with Catholic Church and government stakeholders.
- In collaboration with CRS country representative, oversee program communication strategies, including compliance with donor’s branding and marketing requirements as well as CRS marketing and communication procedures.
Human Resource Management:
- Lead, manage and supervise a team of staff, taking into consideration that some staff may be located in different offices around the country.
- Conduct periodic reviews of staff performance in keeping with CRS’ performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork.
- Ensure staff is adequately briefed on the Code of Conduct, and that other measures are in place to minimize risk of sexual abuse and exploitation linked to MYAP implementation.
- Manage recruitment portfolio for the program, in collaboration with Human Resources and CRS country program management, to ensure optimum service delivery through recruitment of competent and qualified staff.

Qualifications:
- Minimum Masters Degree in Development Studies, International Relations related field required.
- Minimum 8 years of progressively increasing management responsibility in developing countries, including experience in nutrition, food security or similar programming.
- Prior management of significant USAID funding required, preferably with Title II programming experience and/or experience with Feed the Future programming.
- Proven leadership and inter-personal skills and ability to build and motivate diverse and talented teams.
- Proven experience in managing complex partnership relationships required.
- Strategic vision and capacity to oversee a vast and complex program required.
- Experience with participatory methods and partnerships required.
- Public relations skills required.
- Proven ability to think strategically.
- Flexibility to work both in a team and independently.
- Cultural sensitivity, patience and flexibility.
- Demonstrated personal accountability and driven to serve others.
- Understanding of and experience with faith-based organizations, local church structures, and accompaniment and capacity-building principles in local partnerships desired.
- Ability to travel nationally and internationally as required.
- Excellent oral and written communication skills in English and French are required.
- Fluency in Haitian Creole preferred.
- Experience working in a variety of developing environments required.
- Proficiency in Microsoft Office suite, including Word, Excel and Outlook required.
