Job Description |
|
|
- Develop clean energy and energy efficiency development strategy and investment project pipeline for CWEN. Identifying persistent market barriers and design policy and planning activities that would lead DMC energy markets towards a low-carbon growth.
- Advise governments and ADB operations teams on energy efficiency policies and strategies that can achieve co-benefits, including greenhouse gas (GHG) reduction, better air quality, improved energy intensity and enhanced energy security, and mainstream energy efficiency and climate change mitigation in development planning.
- Develop financial mechanisms for interventions in the energy sector that address energy efficiency needs of DMCs.
- Support country teams and provide sector inputs for Country Partnership Strategies (CPS).
- Lead and review loans andTA portfolio of energy projects and other potential GHG reduction projects in selected DMCs to identify potential supply and demand side energy efficiency projects.
- Support expansion of CWRD operations in clean energy and other climate change mitigation projects by working with project teams and country offices to scale up energy efficiency and cleaner fuels programs to levels that would transform both the supply- and demand-sides of DMC energy markets towards a low-carbon future.
- Provide technical backstop to ADB missions on energy efficiency policy, investments, and market transformation, as well as mainstreaming utility-led demand-side management practices.
- Develop and implement loans/grants and TA projects to catalyze new energy efficiency and other climate change mitigation investments in DMCs through market interventions involving policy reform, planning and/or project design.
- Undertake the development, processing and administration of loans/grants and TA projects related to energy efficiency.
- Identify opportunities for ADB assistance projects related to energy efficiency improvement in DMCs.
- Integrate ADBs policies and guidelines in the design and implementation of energy efficiency projects.
- Provide advice and assistance to executing agencies on project preparation.
- Lead and identify specific areas of capacity building assistance required for mainstreaming energy efficiency and low-carbon technologies in the project design.

Qualifications:
- A university degree in energy/environment/civil engineering, environmental economics, energy/environmental/climate policy, or other related fields; preferably at post-graduate level or its equivalent.
- Suitability to undertake the responsibilities mentioned above at the required level.
- At least 8 years of professional experience in developing energy efficiency policy and investments in DMCs, preferably through international financial institutions and international development agencies.
- Strong working familiarity with ADB project operations, guidelines and policies.
- Strong analytical and strategic thinking skills.
- Excellent presentation and interpersonal skills to articulate and represent ADBs activities and directions in conferences and workshops, dynamically participate in networks, and interact effectively with ADB management, staff, and counterparts in other institutions.
- Excellent oral and written communication skills in English.
- International experience working in development in several countries.
