Job Description |
|
|
- Provide direct support to the Tech-Serve Chief of Party to facilitate and ensure that all technical and support activities of the Tech-Serve Project are implemented in compliance with the terms of the project agreement.
- Actively participate in coordination meetings USAID, the MoPH, and USAID project partners, and provide the Chief of Party with management and budgetary support in the topics under discussion.
- Oversee all operational and support services to the MSH projects operating in the Karte Seh office through the Country Operations Management Unit (COMU), and directly manage the MOU agreements and negotiations with those projects in accordance to MSH standard operating procedures.
- Facilitate contact between the Chief of Party and relevant MSH corporate officers (Finance, Contracts, Human Resources, etc.) to promote clear and efficient discussions of program management issues.
- Manage the field accounting system, ensuring accurate and timely transaction entry and reporting as well as maintenance and filing of supporting documentation.
- Provide reports, analysis and recommendations on the project’s current and projected financial and operational status.
- Develop and administer strict guidelines for control of the program financial and material resources.

Qualifications:
- Graduate degree in Public Administration, Business Administration (MBA) or equivalent relevant combination/blend of training and experience.
- Significant operations and financial management experience in developing countries required; in public health related areas, considered a plus.
- Experience managing human resources, security, and transport functions.
- Experience managing USAID-funded activities and thorough knowledge of applicable regulations and requirements.
- Professional working experience in Afghanistan or in other recovering and/or fragile state(s) is preferred.
- Experience working in security sensitive environments, with demonstrated ability to manage security protocols required.
