Job Description |
|
|
- Translate the bi-annual work-plan into a program budget, reviewing, analysing and finalising cost estimates and budget proposals in terms of staff and non-staff requirements.
- Provide insightful and expert analysis of complex financial requirements, performance and other issues by examining requirements, comparative trends and scenarios, and cost drivers.
- Provide substantive support to resource mobilization unit ensuring that financial data and requirements are indicative of the UNISDR cost-plan
- Issue allotments, authorising sub-allotments, including redeployment of funds when necessary, and ensuring appropriate expenditures.
- Monitor expenditures to ensure that they remain within authorized levels
- Administer and monitor all budgetary resources, including review of agreements and costplans, liaising with the 11 regional and sub-regional offices, ensuring compliance with regulations and rules and established polices and procedures.
- Review and finalise budget performance reports, analysing variances between approved budgets and actual expenditures.
- Provide advice and guidance, including training to staff on budgetary and financial policies and procedures, including results-based budgeting.
- Participate in inter-departmental meetings on matters related to financial resource requirements, programming and budgetary issues.
- Undertake research and analysis of budgetary policies and procedures; make recommendations for changes and/or modifications.
- Ensure the integrity of financial and management systems and the controls that underpin them
- Represent UNISDR in inter and intra-departmental meetings
- Incumbent may be asked to perform other related duties.

Qualifications:
- Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of seven years of progressively responsible experience in budgeting and financial management.
- Fluency in English (both oral and written) is required.
- In depth experience of financial and narrative analysis and reporting to donors and other stake holders.
- Experience in a UN development, humanitarian or similar field operation including interface with UN and non-UN partners and stakeholders.
