• Provide a link between the tactical and strategic direction provided by the IT Steering Group and Project Managers and Business Analysts.
  
• Develop an understanding of the business drivers for the projects being managed, and provide guidance to the business in the development of their business case.
  
• Work closely with the Enterprise Architect to ensure projects deliver within, and contribute to development of, the Architecture plan.
  
• Develop and manage a business change process to ensure that business change is included where appropriate in projects, and the full benefit of all approved projects is realised.
  
• Manage programmes of related projects to ensure that all interdependencies and common elements are efficiently coordinated and controlled.
  
• Ensure that all projects complete to agreed time, budget and quality, and that business benefits are identified
  
• Management of the IT programme development process and associated budget including staffing, structure, planning, communication, dependencies between projects, risks and issues, quality assurance and reporting.
  
• Build, manage and motivate the Programme team.
  
• To ensure the Project Managers efficiently deliver projects within time, budget and quality criteria using the agreed project management methodology.

Qualifications :

• In depth programme management experience with exposure to senior management.
  
• Degree educated or equivalent ideally in a science/engineering discipline.
  
• Prince 2 level training or equivalent.
  
• Experience of delivering business change within IT projects and programmes.
  
• Experience of energy efficiency and low carbon technologies an advantage but not a requirement.
  
• Experience of managing software development is an advantage.

Skills:

• Proven track record of successfully programme managing a variety of concurrent IT projects throughout the project lifecycle, using established project management methodologies.
  
• Experience of managing multiple parties including Senior Project Managers and third party vendors on high profile and technologically innovative enterprise solutions.
  
• Good strategic problem solving skills (comfortable with complex analysis).
  
• Good interpersonal and influencing skills.
  
• Good communication skills (written and oral).
