 Job Description
 
  • Analyse budget information to prepare and consolidate estimates and supporting data in relation to budget forecasts, performance reports and medium-term plans; review financial provisions of project agreements and documents; assess budget requests and draft budget proposals in conformity with donor and ILO requirements.
  • Supervise the preparation and approve budget revisions in BPS after consultation with PARDEV and/or BUD/CT (where necessary).
  • Carryout periodic budget review of projects (about to close or at year end) to ensure that all related expenditure are fully recorded, un-used obligations liquidated and close-out instructions complied with.
  • Receive and analyse accounting and financial documentation paying particular attention to anomalies or unusual trends; initiate action to correct any anomalies and provide advice on complex cases.
  • Monitor and review selected financial transactions and documents such as payment requests, requests for financial clearanceprior to entry into the financial system; ensure implementation of the right procedures to control and monitor expenditure and any income.
  • Provide advice and guidance on IPECs financial practices and rules and authoritative interpretation of requirements for handling financial transactions (e.g., authorising payments, approving salary payments, approving budgets and various accounting documents). Ensure that all financial transactions in IPEC conform with these requirements before being financially cleared.
  • Manage the operations of the finance unit of IPEC; carryout periodic review of project and budgetary accounts of IPEC and prepare summary and ad hoc reports for IPEC management.
  • Prepare and periodically update a staff manning table of all IPEC staff with a view to advising on the use of these resources for new appointments or contract extensions. 
  • Supervise, correct and adapt the work of Finance Assistants to suit changing circumstances.
  • Provide input when needed towards the institution of new finance policies, revision of IPECs Programme and Operations Manual (POM), Donor and Implementation Agreements, draft manuals and circulars.
  • Respond to queries on IPECs accounts emanating from IPEC management, internal and external auditors, BUD/CT , PARDEV and donors, drafting related minutes when required.
  • Liaise with counterparts in BUD/CT, PARDEV, and IRIS Support on issues relating to application of ILO financial rules and regulations, project approvals/revision/closures, access and operations of relevant IRIS system modules.
  • Based on experience of day-to-day operations in IPEC, provide suggestions to IPEC management, ILO Finance and IRIS support on procedure and system changes that could lead to improvements in operations of IPEC. Define IPECs requirements and terms of reference for systems specialists to produce specialised reports needed from the financial database and systems applications.
  • Carry out periodic review of open action programmes to ensure compliance with relevant provisions of the POM; advise the relevant project management on corrective action needed.
  • Provide continous on-the-job training to existing and new Finance Assistants; prepare training materials and participate in training of finance and administrative staff of IPEC projects when solicited.
  • Perform any other related tasks as may be assigned.
 Candidate Profile
 Qualifications:
  • Advanced university degree in business administration, finance or accounting or equivalent professional qualification, or demonstrated experience in related fields, in order to have knowledge and understanding of the application of financial principles and procedures and of the whole structure of accounts.
  • Professional financial and accounting experience at the national level for over three years and two years at the international level.
  • Excellent command of English, French or Spanish; good working knowledge of one of the other two languages; knowledge of a third language would be an advantage.
  • Candidates who do not fulfill the required qualifications/experience are appointed at P2 level.
