Job Description |
|
|
- Consult with national governments and civil society partners to advocate for the importance of effective systems for the provision of essential data.
- In collaboration with government, civil society, UN and bi- and multi-lateral partners, provide leadership for the development of effective national monitoring and evaluation systems.
- In collaboration with government, establish and maintain a national M&E coordination entity, and support other mechanisms for harmonization and effective synergy among key stakeholders, as appropriate.
- In collaboration with government, civil society and development partners, develop a clearly prioritised and costed evaluation and operations research agenda.
- Provide specialist expertise in the design and development of a national monitoring and evaluation framework for the National Strategic Plan, in accordance with the Three Ones Principles.
- Provide technical guidance to government in the development and implementation of a costed workplan for the national monitoring and evaluation framework.
- Provide technical guidance to government and civil society on appropriate data collection and reporting processes, data management systems and data analyses for the provision of accurate and timely information for HIV/AIDS policy and strategy development and related programme planning.

Qualifications & Experience:
- Advanced university degree in public health, business administration, public administration, management, social sciences, demography, development planning, and statistics.
- Ability to consolidate information from multiple sources. Demonstrated skills in the formulation, design, development and implementation of monitoring and evaluation frameworks. Ability to prepare strategic information for decision makers.
- Ability to work with basic presentation software, e.g. Microsoft PowerPoint
- Ability to achieve consensus and coordination through teambuilding and other methods.
- Seven to ten years experience in the development, design, and implementation of monitoring and evaluation systems in developing countries.
- Experience with international donors, in the UN system and in the region.
