Job Description |
|
|
- The management of common premises and services arrangements with other UN agencies, especially UNDP and WHO.
- Manage inventory control and the maintenance of office premises, equipment and transport.
- Operations reporting: Prepare regular narrative and financial reports on the progress of the workplan and operations of the office. Provide timely reports on the activities of the UNAIDS office. Synthesize information in tables, graphs and charts.
- Financial management and control: Coordinate and assist with preparation of annual workplans, and monitor and report (as determined frequency necessitates) on implementation.
- Monitor, implement and report on PAF and PSF funds and ensure compliance with guidelines and agreed processes.
- Guide resource mobilization efforts ensuring compliance with Secretariat principles and processes related to raising extra-budgetary funding (XB funding); ensure utilization of said funds is done in accordance with financial rules; monitor their use and ensure timely and quality reporting.
- Ensure compliance and correct use of established UNAIDS procedures when processing Memorandum of Understanding (MoUs), contracts and agreements, through thorough understanding of the Blue Book and other guides.
- Operations capacity building: Monitor and asess the implementation of UNAIDS office operations and make recommendations as to which systems and procedures could be strengthened to improve efficiency and resource utilization. As required, develop guideliens for improved systems and procedures and make recommendations to the UCC on how the overall work and performance of the organizations could be enhanced.

Qualifications & Experience :
- University degree in Finance, Public or Business Administration.
- Good knowledge of planning and management of technical and operational support to developing countries.
- Experience in management capacity in a developing country is an asset.
- Knowledge of the UN system organizations and their delivery mechanisms.
- Knowledge of organizations, institutions and individuals interested in and supportive of efforts against HIV.
- Ability to work in a multi cultural environment.
Experience :
- At least five years experience in administration, finance and budget.
- Experience of UN operations at country level and of using a wide variety of financial management tools and computer software packages.
- Significant experience in management and coordination activities.
