Job Description |
|
|
- Prepare and implement guidelines and staff education for the operation of program support functions; in particular, the functions of IT, procurement, visa and travel, logistics and security, communication, Human Resources, and office management.
- Provide management and capacity development support to Dushanbe-based Administration and Logistics staff, including recruitment, staff development, regular performance reviews and recommendations of disciplinary measures, and/or salary increases and promotions as warranted.
- Serve as an active member of Mercy Corps Tajikistan’s Senior Management Team.
- Provide support for the start up of new programs and/or project offices and ensure that new offices are established with clear and consistent systems and operations.
- Liaise with government agencies, and counterparts within other international and national organizations as directed by Country Director.
- Conduct or arrange for trainings and/or other human resource development activities for operation and all staff. Ensure new staff in all departments receive comprehensive orientations to Mercy Corps’ systems, procedures, culture, values and programs.
- Manage and mitigate risk within the country program, including insurance, vehicle operations, and security.

Qualifications & Experience :
- BA/S or equivalent in international development, public administration, or relevant field.
- Three years relevant experience managing and supporting international development operations and programs required; preference given to candidates with prior experience procuring goods under USG and/or EC regulations and familiarity with Mercy Corps operations policies and systems.
- Demonstrated skill in written and oral communication, report writing, financial management, team management, training and problem solving.
- History of working effectively with host country government, INGO and NGO partners, and demonstrated success with capacity building initiatives.
- Experience in the former Soviet Union and knowledge of Central Asia is preferred.
