 Job Description
 
  • Collaboratively develop program targets for each LPTF and aggregate this information into donor and CRS/US-mandated planning documents (Country Operating Plan, Continuing Application, AR Results Framework, and CM Scopes of Work).
  • Review and make recommendations on CM workplans and aggregate them into grant-wide documents; monitor achievement of those targets and organize concerted responses among CM’s where targets are not being met.
  • Aggregate achievement data into donor-and CRS/US-mandated progress reports (Semiannual and Annual Reports, Monthly Bullets).
  • Collaboratively budget grant resources to LPTF’s in ways that promote the achievement of grant objectives, and support the aggregation of individual budgets into donor and CRS/US mandated financial documents (Country Operating Plan, Continuing Application, Budget Workbook).
  • Review and make recommendations on CM budget proposals so that they can be aggregated into grant-wide documents.
  • Monitor adherence to LPTF budgets as reflected in budget comparison and dashboard reports,approve budget based advances to LPTF’s, and organize concerted responses to budget deviations among CM’s and with partners where these are required.
  • Develop each LPTF’s activity plan according to the Program Strategy.
  • Fine-tune activity plans with the LPTF’s budgets and collaborate with AR Finance to ensure that plans are properly budgeted.
  • Fine-tune activity plans of LPTF’s with technical assistance of all the Consortium Members (CMs).
  • Analyze field reports and compare to activity plans, identify gaps and issues and discuss appropriate measures with the CMs.
  • Communicate all developments at the LPTF’s appropriately with the CMs.
  • Collect quarterly reports of LPTF’s, analyze and share with the CM’s; provide feedback to LPTF’s as needed.
  • Ensure the timely documentation and dissemination of lessons learned and best practices in program implementation from partner organizations.
  • Establish an archival system for program documents, e.g., meeting minutes, proposal documents, strategy plans, etc.
  • Actively participate in program meetings as appropriate to effectively plan and collectively coordinate programmatic activities and capacity building initiatives at the partner site level.
 Candidate Profile
 

Qualifications:

  • Masters degree in public health, management, social sciences and/or related field.
  • Minimum 5-7 years experience with program management (program design, strategic planning, budget development and monitoring, reporting, etc) including strong grants management experience.
  • Minimum 5-7 years experience in community health, especially related to HIV/AIDS programming and working with community-based institutions.
  • Past experience with international NGOS and with USG grants.
  • Excellent skills in assessment, analysis and information synthesis to effectively produce written summary narrative reports.
  • Computer literate in Microsoft Office Word, Excel, PowerPoint and Outlook.
  • Flexibility and capacity to work under pressure in a fast-paced, security-challenged environment.
  • Demonstrated self-motivation and leadership skills.
  • Ability to work as a team player and proactively collaborate and communicate with colleagues across all levels of institution and partnership members.
  • Prior experience working in multi-agency, multidisciplinary teams.
  • Demonstrated commitment to principles of local community development involving partnership, capacity building initiatives and social justice – all of which directly pertain to program goals for expanding access to care, treatment and community support to effectively counter the HIV/AIDS epidemic in Haiti.
