Job Description |
|
|
- Compliance Manager/Darfur Rapid Emergency Response Fund.
- Reviews all partner agreements and MOUs, protocols, documents, project systems for compliance with USG grant regulations and local law with specific attention to potential litigation; identifies high-risk situations as pertains to the management of the DRERF and takes the necessary corrective actions.
- In collaboration with the Finance Managers of all the participating organizations ensures all financial reports are prepared and submitted in accordance with reporting requirements stated in the partnership agreement with CRS.
- In collaboration with Finance Managers and Human Resources Managers of the all the participating organizations ensures that effort reporting is demonstrated with the relevant support documents for all staff whose salaries and benefits are charged to the project.
- Conducts compliance visits with NGO partners to ensure compliance with all regulations and provide the necessary orientation and follow up on any non-compliance issues.
- Reviews and comments on award agreements with donor and project agreements with partners, in order to ensure compliance with relevant donor regulations and agency policies.
- Develops strategies and contributes to the development of training/learning materials to improve staff and partner capacity in compliance with regulations with particular reference to the management of the DRERF; ensures dissemination of lessons learned and best practices.
- Assists North Sudan in addressing and closing audit findings discovered by CRS audit teams; ensures controls are in place and actions taken to minimize/eliminate risks.
- Maintains awareness of financial and contractual obligations to donor and partners; assists North Sudan as necessary to ensure compliance.
- Provides training as needed as part of the strategy to build CRS staff and partner compliance capacity.

Qualifications :
- Graduate degree in finance, accounting or work equivalency.
- Five years of progressively responsible and directly relevant professional experience (e.g. finance, accounting, grants management); audit experience highly desirable.
- Knowledge of CRS policies and systems; understands financial impact of activities.
- Skilled in collecting, synthesizing and analyzing data.
- Previous experience working with institutional donors (e.g. USAID, EU, UN) preferred.
- Excellent analytical and computer skills; skilled in MS Office Suite including Word, Excel, PowerPoint, Outlook.
- Experience in staff and partner capacity development; and in providing effective technical assistance and guidance.
- Willingness to live and work in an environment where conditions are occasionally harsh and/or volatile.
- Knowledge of region with sensitivity to political, religious, and cultural issues.
