|
CRS is seeking a qualified applicant who will manage a new USAID OFDA rapid emergency response fund that will provide funding to vetted national and international NGOs to enable them to provide immediate assistance to disaster-affected populations across the three Darfur states.
The Darfur Rapid Emergency Response Fund (DRERF) Program Manager will have primary management and supervisory responsibility over a team situated in El Geneina, El Fasher and Nyala. He/she will be responsible for developing, promoting and implementing a grantmaking system that will efficiently and effectively allocate resources through sub-grants made by CRS to capable national and international NGOs for short term emergency response activities. The Program Manager will ensure program quality in the project activities including fund promotion and provision of technical assistance.
Program Quality
- Work with CRS regional and technical staff to develop and implement an effective and efficient grantmaking system that will enable proper management and stewardship of the DRERF.
- Facilitate the review and development of sub-grants proposals submitted by partner national and international NGOs in order to ensure that proposed activities respond to needs and adhere to SPHERE standards, Integral Human Development framework and Do No Harm principles.
- Ensure the integration of cross cutting strategies regarding gender, protection and peacebuilding.
- Lead in the development of an Implementing Partner Database (IPD) of international and national NGOs capable of providing effective and immediate humanitarian assistance to disaster-affected populations in the three Darfur states.
- Together with the HoP and other sector staff, ensure that program strategic objectives and results are fully accomplished and meet expected technical quality standards.
Representation, Communication and Program Outreach
- Maintain regular communication and good working relationship with USAID/ OFDA and implementing partners to ensure adequate and transparent information dissemination.
- Maintain good working relationship with all stakeholders in the three Darfur states, including OCHA and other UN agencies, international and local NGOs, GoS officials.
- Act as the primary CRS contact to UN agencies, local and international NGOs, GoS officials, other institutions and community leaders on the DRERF.
- Develop communications materials and organize orientation workshops to promote the DRERF in the three Darfur states.
- Carry out regular meetings with project beneficiary community members, with other partners including government line ministries to ensure acceptance and support of the project.
- Supervise the development of the DRERF learning documents
Management and Administration
- Supervise daily operations to ensure coordinated implementation of project plans.
- Work closely with the CRS DRERF Compliance Manager to ensure the project implementation according to the proposal, budget, detailed implementation, annual work-plans, agreements with USAID/OFDA and compliance with relevant USG grant management regulations.
- Coordinate the activities of the Program Officers in all three Darfur states through regular communication and consultation before, during, and after field activities, and the use of weekly/monthly activity planning tools.
- In coordination and collaboration with HR/Khartoum (and Geneina), ensure that necessary and skilled staff are put in place for the smooth operation of the project.
- Foster national staff development and teambuilding through coaching and mentoring.
Monitoring and Evaluation
- Work closely with the Program Officers to monitor partner project implementation progress and verify accuracy of reports through periodic site visits and provide technical assistance as needed.
- Ensure that implementing partners submit quality and timely reports.
- Lead the analysis of reports with CRS M & E staff and ensure that M&E learning is incorporated into ongoing and future programming initiatives.

Qualifications:
- Mature individual with at least two years of overseas experience in emergency and/or development programming and project management.
- Master degree in international relations, public policy or related field.
- Excellent communications and representation skills, particularly with donors, other national and international NGOs, UN agencies and local government
- Experience in working with USG funded projects particularly with OFDA. Experience in managing similar or relevant grantmaking project is preferable
- Knowledge of region with sensitivity to political, religious, and cultural issues.
- Proven ability to be an effective supervisor of staff of varying levels of responsibility.
- Experience in staff and partner capacity development; and in providing effective technical assistance and guidance
- Excellent organizational skills and ability to manage a complex workload and deadlines;
- Proven experience in building and maintaining institutional linkages
- Public relations skills required.
- Willingness to live and work in an environment where conditions are occasionally harsh and/or volatile.
- Excellent English language skills. Professional proficiency in French, Spanish or Portuguese. Arabic language ability, preferred.
