Job Description |

|
|
Program Quality and Management
- Oversee and ensure the successful implementation of emergency projects in Ghor, in close coordination with the EC and Ghor Head of Office (HoO);
- Directly supervise the Ghor Emergency Staff and oversee/support Ghor-based implementing partners.
- Support the updating and developing of additional contingency and emergency preparation plans for Ghor and managing any associated budgets, as appropriate.
- Closely monitor events in humanitarian issues in Ghor, in order to update and adjust program activities and approaches, when necessary.
- Conduct regular reviews of progress against indicators, lessons learned, and challenges encountered, in order to ensure the achievement of performance targets and adherence to technical standards, best practices and donor guidelines.
- Collaborate with emergency M&E unit and non-emergency departments to ensure effective program coordination and a high level of stewardship.
Reporting
- Collect data, prepare, and submit required reports for emergency projects carried out in Ghor, including donor and private funds narrative reports, quarterly performance indicator tracking tables, baseline and final evaluation reports, as well as other reports needed/required by the local government, donors, the region or headquarters.
- Provide regular updates to government and non-government coordination bodies in Ghor as requested.
Budgeting, Financial Planning and Reporting
- Work with the EC and HoO in the development of Ghor emergency budgets.
- Monitor emergency project budgets for Ghor, checking for proper burn rates, allowability, allocability, and appropriateness of expenses, proper coding to capture geographic areas and activities, etc.
Security
- Coordinate with the EC, HoO and Provincial Representative for Ghor to ensure that CRS security protocols are up to date and adhered to by emergency team members.
Representation, Coordination and Communication
- Coordinate with relevant Government and NGO emergency actors in Ghor Province, to ensure effective targeting and implementation of the project.
- Represent CRS in all relevant emergency technical meetings and coordination bodies in Ghor; ensure that meetings are documented and results circulated to EC, HoO and other relevant actors on a timely basis.
- Assist with the coordination of visits of CRS, donor, partners, etc. related to the Emergency Response.

Qualifications
- Master’s Degree in international relations, international development or related field.
- Minimum two years experience working within international development and/or relief, including experience in emergency environments.
- Minimum two years living and working in a developing country.
- Demonstrated ability with project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc.
- Experience with capacity strengthening and partnership building.
- Supervisory experience, especially in a multicultural setting.
- Strong cross cultural skills and experience working with national staff in overseas offices
- Professional proficiency in French, Spanish or Portuguese.
