This is a generalist programme support position which aims to ensure programming in East Asia demonstrates the standards required so it can grow in scale, impact and profile. The role straddles both compliance (in terms of adherence to organisational policies and standards as well as donor contracts) and provides a vital support function to country offices. As a bridge between Head Office and Country Offices, the post holder will need strong communication and organisation skills, be willing to travel and take the time to nurture distance relationships. Building on this, the post-holder would also be expected to help the agency and the East Asia unit enhance policies and processes to make them as relevant and feasible as possible. The role is broad and includes contributing to strategy (eg., advocacy, gender, programme management) and policy development as well as routine document editing and file management. It is expected that the post-holder will apply their knowledge to improve programming around a key focus area for Oxfam Australia in the region namely child protection principles, gender, or advocacy. - Support and monitor country office compliance with program management standards and processes including providing regular updates on policies and procedures and training country and regional staff in program management processes as required
- Provide timely support Oxfam Australia Country Teams and other Oxfam affiliates to the development of new proposals for donors
- Ensure project/program appraisals and reports meet required agency standards in terms of timeliness, quality assessment and authorisation
- Oversee the setting up of program structures and contract management within SAP and ensure the quality and accuracy of information held
- Work with the Regional Funding, Program Impact Coordinators and Regional Manager to support programme development, funding proposals, and monitoring, evaluation and learning at country, regional and agency levels particularly through a gender justice lens
- Provide support to country teams to enhance their ability to address gender inequality in east Asia through strategy and programming (for PMC Archipelago)
- Support the east Asia unit and country teams to implement Oxfam’s gender standards in relation to programming as well as organisational structures (for PMC Archipelago)
- As the focal person for Child Protection in east Asia, support and liaise with country teams to meet the agencies requirements in regards to Oxfam’s child protection standards
- Provide support to country teams, Mekong regional team and the Head Office East Asia regional unit to meet their advocacy commitments (for PMC Mekong)
- As the focal person for advocacy and campaigns in East Asia (especially GROW campaign), represent OAU in inter-affiliate fora and liaise closely with the Public Policy Outreach section of Oxfam Australia (for PMC Mekong)
- Work collaboratively with staff from other Units (particularly Program Quality and Funding Units, One Program Finance and program processes staff supporting other regional programs) and actively engage in agency-wide processes that relate to program management and contract administration including contributing to greater cohesiveness, the ongoing improvement and updating of agency systems and processes
- Respond to relevant requests for information from internal and external stakeholders in regards to Mekong or Archipelago sub-regions;
- Represent the East Asia unit in internal fora (eg., Hubs) and represent the organisation in external fora eg., with relevant diaspora, embassies and in response to public engagement requests.

Qualifications:
- Proven administrative and contract management experience
- Program management experience with success in implementing, monitoring and improving effective systems and procedures, preferably gained in a developing country context
- Knowledge and experience in promoting gender equality through development programming and advocacy
- Understanding of principles and demonstrated ability to analyse advocacy and campaigns of advocacy and campaign approaches
- Sound understanding of program quality issues including knowledge of approaches to program planning, design, appraisal, monitoring and evaluation in long term development, humanitarian or advocacy work
- Experience supporting the capacity building of staff, including delivering appropriate outcome-focused training programs
- High levels of computer literacy, preferably with familiarity with SAP or similar.
