Job Description |
|
|
- Review labor and time requirements for CFW activities to determine staffing requirements. Work with field staff to register beneficiaries based upon specific criteria.
- Coordinate logistics of the CFW activities, including monitoring program and payment schedules for beneficiaries.
- Follow accepted procedures governing cash management and procurement for project activities, travel and administration.
- Ensure timely, regular and accurate reporting as outlined in the project agreement.
Implement and manage the CFW program in accordance with the Mercy Corps’ Cash for Work
- Guide and Congolese law.
- Possess a full understanding of Mercy Corps CFW policies and formats. Assists, as needed, in training staff on these policies and forms.
- Inspect projects on a regular basis and upon completion to ensure quality of work in close coordination with the Program Director.
- Maintain all documentation relating directly to CFW activities required to ensure accountability to the donor, particularly where labor is concerned.
- Oversee administrative matters relating directly to CFW activities: time-sheets, payment schedules, required paper-work, and liaison with finance department.
- Prepare monthly cash requirement forecast for CFW activities, including the purchase of materials at site and CFW labor payments.
- Monitor safety and security conditions regarding both the work carried out and payments made.
- Other duties as assigned.

| Qualifications:
- Degree in a relevant field is desired.
- Proficient oral and written French skills.
- Skilled in computer operations.
- A clear understanding of procurement ethics and donor compliance is essential.
- Team management experience and supervisory skills.
- Proven experience working effectively and respectfully with host country government, NGO and community representatives.
- Experience in a similar project and/or environment required.
- Experience in sub-Saharan Africa preferred.
- English language skills are advantageous.

- Strong organizational skills and discipline to follow outlined procedures.
- Ability to interact effectively with international and national personnel.
- A demonstrated ability to multi-task and process information into action as to not delay program activities.
- Must read and understand the Mercy Corps’ Cash for Work Guide and demonstrate willingness and ability to follow guidelines.
- Even temperament and a good sense of humor appreciated.
