Job Description |
|
|
- Assist in the development of organizational structures that will enable the Operations Departments to work efficiently and cost effectively.
- Develop regional strategies that best suit the area and operational needs; including tailor made solutions and procurement hubs and strategies for tendering, recruitment, stockpiling and transport.
- Assist Finance Managers in developing draft, operational and program budgets for each office.
- Contribute to the development of organizational coordination, communications and reporting mechanisms between the various Operations Departments and between the Program Departments and Operations Departments.
- Collate operational reports for the region and disseminate these to the Operations Director and Country Management.
- Develop a coordination platform with the MC Scotland PALM team and provide feedback on relevant subjects.
- Provide input to the development of strategic goals and work frames to achieve the objective of improving the program support functions regarding efficiency and cost effectiveness.
- Assist Program Management in the proposal development, when required; including assessments, pricing and security-related information; Development of timeframes for procurement and recruitment planning. .
- Take part in platforms of inter agency coordination bodies on relevant operational issues.
- Develop relationships with Ministries and Governmental bodies of Sudan with regards to administrative issues of relevance to MC Scotland (labour law, customs, etc).
- Provide leadership in ensuring technical and administrative standards for construction activities are met in close collaboration with senior construction engineering staff.
- Assist in the process of developing a pool of Preferred Suppliers through direct negotiation with national and international businesses on price and contract conditions.

Qualifications:
- BA/BS in a relevant field, MA or MS preferred. A minimum of 3 years of experience working in international relief or development in procurement, logistics and administration with an international NGO, European Commission or the U.N.
- Demonstrated knowledge of USAID, European Commission and U.N. agency regulations and 2 years of experience managing operations compliant with these regulations.
- Knowledge of mechanics, construction engineering and radio communications.
- History of working effectively and respectfully with host country government, INGOs and U.N. agencies.
- Basic knowledge of humanitarian law and protection principles.
- Demonstrated ability and desire to train and build capacity of national staff.
- Fluency in written and oral communication in English required.
- Previous working experience in Sudan and other African countries is strongly preferred.
