Job Description |
|
|
- Ensure the uniform implementation of Mercy Corps’ Logistics, Procurement, Asset Management, Administration and Human Resources guidelines, as well as donor guidelines where applicable, across field offices.
- Periodically review/revise existing policies and advise the Operations Director of suggested changes.
- Assist, as required, in the drafting of new policies, processes and procedures as necessary, in line with MC global and donor guidelines.
- Ensure that the Juba office is functioning at an acceptable speed and quality to provide procurement and logistics support to all other offices in Southern Sudan. Direct oversight of the Juba-based procurement team and regular review of the ongoing procurement lists.
- Ensure preferred supplier agreements are in place to facilitate this heavy volume. Liaise with the Nairobi, PALM or other, relevant office for international assistance.
- Ensure an effective supply chain is established to deliver and document goods to field sites. Oversee semi-routine charter flights and UN-cargo systems. Ensure waybills are used to document commodity movements.
- Oversee centrally administered requirements that are critical to the country needs including but not limited to: registration of vehicles, importation, insurance, radio registration etc.
- Regularly travel to each field sites in Lainya and Yei to monitor systems (HR, Administration, Procurement, Warehousing, Fleet Management and Assets) and ensure the consistency and compliance of each of these auditable functions and the relevant staff. Provide guidance on plans for improved performance where necessary.
- Provide direct, technical assistance to Operations Managers and the relevant staff.
Alert the same team to any compliance or integrity issues affecting Mercy Corps operations.
- Ensure the entire operations staff members in his/her assigned region are on performance plans with the goal of strengthening the capacity of national staff and specific intent of replacing expatriates with national staff. Ensure each staff has an IOP and is undergoing a regular performance reviews. Provide ongoing coaching through regular field visits, and assist in the identification of related training/professional development opportunities.
- Provide trainings to program and other, support staff when needed. Coordinate with Finance Management and Operations Director for uniformity. Participate in grant, kick-off meetings and other, significant, grant-related milestones.

Qualifications:
- BA/BS in a relevant field, MA or MS preferred.
- A minimum of 3 years of experience working in international relief or development in procurement, logistics and administration with an international NGO, European Commission or the U.N.
- Demonstrated knowledge of USAID, European Commission and U.N. agency regulations and 2 years of experience managing operations compliant with these regulations.
- Demonstrated knowledge of MercyCorps Office in a Box, Finance and compliance systems preferred.
- Knowledge of mechanics, construction engineering and radio communications.
- History of working effectively and respectfully with host country government, INGOs and U.N. agencies.
- Basic knowledge of humanitarian law and protection principles.
- Excellent computer skills required.
- Demonstrated ability and desire to train and build capacity of national staff.
