Job Description |
|
|
- CHF International’s mission is to be a catalyst for long-lasting positive change in low- and moderate-income communities around the world, helping them to improve their social, economic and environmental conditions.
- CHF International is seeking a Shelter Program Manager to lead and and ensure the successful implementation of the shelter component of an anticipated 12-month neighborhood-based shelter and urban upgrade program in Juba, South Sudan. The Shelter Program Manager will manage the staff and day-to-day activities, provide quality assurance, and oversee all aspects of the program in accordance with standards and required implementation timeline.
- The Shelter Program Manager will conduct an initial rapid baseline assessment, determine priorities, and assess in-country resources, human, material, and financial for response with relevant staff and agencies.
- The Shelter Program Manager will lead the assessment of program and shelter solutions design including site selection and planning, and environmental issues.
- The Shelter Program Manager will design and manage shelter construction systems, including labor teams, prefabrication, and delivery of materials as needed and oversee the construction of shelter solutions ensuring that design standards are met.

Qualifications:
- Master’s degree in related field, engineering/architecture degree preferred. Urban planning background preferred, or demonstrated experience implementing shelter programs in urban settings.
- Minimum five years of experience within the humanitarian or development sector, including two years in shelter/re-construction activities and site planning, preferably at community level, with an international NGO. Experience in relief and rehabilitation work using an approach of facilitation and empowerment of local communities.
- In-depth knowledge of current standards and guidelines for shelter construction and urban planning. Knowledge of Sphere and the Red Cross/ NGO Code of Conduct.
- Demonstrated ability to deliver high-volume production of transitional shelters in complex urban environments.
- Proven, demonstrated project management skills relating to shelter sector or construction. Ability to read, analyze, and interpret administrative reports, technical procedures, or governmental regulations.
- Well developed written and oral communication skills.
- Fluency in English required. Abilities in a secondary language preferred.
