Job Description

Purpose:

Will provide oversight of the day-to-day financial accounting, financial planning and analysis, and internal control activities of the organization.  Key responsibilities will include the establishment and monitoring of financial policies, procedures, work processes, reporting systems, budgeting systems and internal controls for the organization’s Cape Town headquarters and various country offices. He or She will provide leadership and management of the financial accounting and financial management staff and will be responsible for the efficient and effective delivery of financial support services to the organization. This position is based in Cape Town reporting to the Chief Financial Officer.

 Key Outcomes: 

  • Recruits, trains, manages, and leads financial and management accounting staff
  • Oversee accounts payable, accounts receivable, general ledger, petty cash, bank and cash reconciliations
  • Manage set-up, maintenance, and close-out activities for G/L accounts, cost centers, and funds
  • Maintain quality and completeness of all revenue, expenditure, and balance sheet financial information
  • Manage the monthly and annual close-out processes
  • Oversee the quarterly and annual budgeting processes
  • Coordinate with HR in support of payroll administration
  • Manage staff time-keeping and labor cost allocation procedures
  • Provide accounting support to m2m’s country and overseas offices, including technical supervision to local finance staff
  • Support the CFO in preparing for Board meetings and in reporting to the Finance and Audit Comittee
 
Candidate Profile

Qualifications:

  • Bachelors degree in Accounting or Business; post-graduate degree or diploma preferred
  • Minimum 10 years of experience in accounting and financial management for successful international development organization at  management level
  • Experience in financial management of non-profit organizations; including knowledge of both IFRS and GAAP and  in-depth experience working with financial accounting and grants management software applications

Competencies Required:

  • In-depth knowledge of USAID and other US government rules and regulations, including 22CFR226, OMB Circulars A-110, A-122 or A-21, USAID and/or CDC General Contract Provisions
  • Previous experience in management of US Government-financed contract, grants or cooperative agreements, including award start-up, management, and close-out activities
  • Understanding of donor financial reporting requirements
  • In-depth knowledge of accounting, procurement, travel, and other administrative policies and procedures in support of sponsored awards, as well as indirect cost methodologies for US government financed awards
  • Experience in the management of organizational and award budgets
  • Experience in the provision of financial accounting support to field offices.
