Job Description

  1. Responsible for the implementation of the M&E activities as per the overall project work plan and analyse findings on a regular basis for the project.
  2. Ensure compliance and overall results monitoring of KPI’s agreed under the project within a clearly defined and stipulated timeframe, quality and value for money.
  3. Anchor a web-based M&E system created on the basis of key performance indicators, outcomes, outputs and activities for the SWAAYAM-UP project being implemented and as guided by the corporate results based management policies and procedures of UNDP.
  4. Provide timely and quality submission of data, analysed reports, field trends, quarterly projections to the Monitoring and Evaluation Hub based in New Delhi.
  5. From the point of view of participatory and beneficiary oriented planning and monitoring, provide support to PMU staff, MNGO’s, Technical Resource Agencies and allied stakeholders for development, coordination and revision of project KPI’s, work-plans, strategies to ensure shared understanding in project deliverables and availability of updated project data to all relevant partners. 
  6. Extend technical assistance to develop and roll out a community based monitoring and results verification strategy in the project district; including setting up of a participatory monitoring system through ‘report cards’ established at block level by engaging primary stakeholders to assess project performance.
  7. Serve as a focal point for baseline, mid-line and endline surveys based on key performance indicators and strategies approved in the project document.
  8. Maintain a clear and results oriented database of all project information and results for evaluations accessible to internal and external evaluators as per UNDP rules and procedures.
  9. Prepare and implement capacity development calendar for those responsible for running M&E systems in the project districts.
  10. Work closely with other members of the project team to ensure effective linkages between the different dimensions of women’s empowerment - social, political and economic.
  11. Provide substantive inputs to the development and implementation of annual work plans with effective operational strategies, clear deliverables, annual targets with indicators and milestones
  12. Collect and analyze data and prepare documents and updates for:  Annual and Quarterly Work Plans, Quarterly and Annual Progress Reports (substantive and financial), list of issues and risks.
  13. Generate monthly and quarterly reports as per M&E compliance requirements of UNDP.
  14. Identify and facilitate documentation of evidence based best practices from the field for livelihood and enterprise development.
  15. Carry out any other work assigned by the Project Co-ordinator or UNDP country office.
Candidate Profile

Qualifications:

  • Master’s Degree in Economics, Management, Rural Development or similar.
  • Additional certification in statistics, MIS management and M&E will be considered as an asset.  
  • Minimum 5 to 7 years of relevant experience on project monitoring and participatory monitoring and evaluation at state/ national or international level.
  • knowledge of gender in development issues and sensitivity to deal with diverse sections of the society
  • Experience in women’s empowerment projects is desirable.
  • Monitoring and Evaluation expertise:
  • Excellent knowledge and understanding of M&E tools and processes
  • Ability to conceptualize issues and analyze data
  • Excellent knowledge of Results Based Management
  • Results- based Programme Management:
  • Assesses project performance to identify success factors and incorporate best practices.
  • Result orientation and ability to work independently and meeting deadlines.
