Gavi, the Vaccine Alliance has announced a call for proposals for CSOs working to reach zero-dose children and missed communities.

Priority Areas

There are three priority areas for this civil society funding:

• to increase immunisation coverage and reduce the number of zero-dose and under-immunised children;
• to support the roll-out of HPV vaccines to increase coverage; and
• to support the roll-out of COVID-19 vaccines as an integral part of routine immunisation to increase both COVID-19 and routine immunisation coverage.

Types of Grants

Two grant types:

• Accelerator grants 
• Larger grants primarily for national-level CSOs and global CSOs who are working in fragile or humanitarian settings.
• Impact grants 
• Smaller grants for national or sub-national CSOs that are new to the field of immunisations and/or Gavi funding, that require support to establish themselves in the field of immunisations. These grants will support Gavi’s aim of working with a more diverse range of CSOs.

Funding Information

• Applications can be made for more than one region within one grant application, therefore grant sizes could potentially range from $300,000 – $4,200,000. There will be a maximum of six grants awarded in total.
• Region: Afar
• Funding Allocation (USD): 300,000
• Region: Amhara

Funding Allocation (USD): 750,000

• Region: BG and Oromiya
• Funding Allocation (USD): 1,150,000 (split regionally $150,000 to BG and $1,000,000 to Oromiya)
• Region: Gambella and SW Ethiopia
• Funding Allocation (USD): 400,000 (split regionally $100,000 to Gambella and $300,000 to SW Ethiopia)
• Region: S Ethiopia
• Funding Allocation (USD): 600,000
• Region: Somali
• Funding Allocation (USD): 1,000,000

Eligibility Criteria

The eligibility criteria for this funding are listed as follows:

• Applicants must be a non-governmental and registered not-for-profit organisation in Ethiopia
• Applications can be received from both national CSOs and INGOs but preference will be given to national CSOs
• Applications from INGOs will only be considered if there are no suitable applications for a region from national CSOs
• Applicants must have an updated registration for the operating period of the grant either at national or sub national level
• Applicants must have an office in Ethiopia
• Applicants must have experience working with the health sector at the national or regional level in Ethiopia
• Applicants must have experience of working in the region(s) previously, and preferably in the targeted woredas, they are applying for
• Applicants must have existing partnerships with Community Based Organisations (CBOs) or local CSOs in the region(s)/woredas they are applying for
• Applicants must have experience of community engagement in the region(s) they are applying for
• Applicants must have a bank account to receive funding to Ethiopia
• Applicant bank accounts must be capable of receiving USD denominated payments
• The lead applicant organisation’s average annual expenditure over the past three years must be more than 50% of the average annual grant value they are applying for.

Criteria for local/national CSO:

• Non-governmental and not-for-profit organisation
• Registered in Ethiopia
• Office situated in Ethiopia
• Headquarters located in a Gavi eligible, lower- or middle-income country (does not have to be the same country of implementation)
• A Governing Board which is independent of control by a foreign entity or individual/s who are not citizens or permanent residents of Ethiopia
• Majority owned by individuals or a governing body who are citizens of Ethiopia
• Its senior leadership is primarily (above 50%) located within Ethiopia
• Holds an active bank account to receive funding within Ethiopia

Criteria for global CSOs/INGOS:

• Non-governmental and non-profit making organisations headquartered outside Gavi eligible countries, even if they meet other criteria listed in defining local CSOs

Registered in Ethiopia

• Office in Ethiopia.
• It is recognised that there is a broad scope of civil society and a wide range of organisations, actors and coalitions.
• Civil Society Organisations can include:
• Community-Based Organisations
• Faith-Based Organisations
• International and local Non-Organisations
• Civil Society Networks
• Local professional associations
• Academia
• Not-for-Profit advocacy organisations.
• Applications are open to both national and INGOs, but initial preference will be for awarding grants to national CSOs. INGOs will be considered if no suitable applications have been received from national CSOs.
