The IUCN (International Union for Conservation of Nature) is a membership Union composed of both government and civil society organizations. IUCN’s mission is to influence, encourage, and assist societies throughout the world to conserve the integrity and diversity of nature, and to ensure that any use of natural resources is equitable and ecologically sustainable. With over 75 years of experience, it harnesses the experience, resources, and reach of its more than 1,400 Member organizations and the input of more than 15,000 experts. IUCN is the global authority on the status of the natural world and the measures needed to safeguard it. The IUCN Secretariat has offices located all around the world and is headquartered in Gland, Switzerland. Every four years, the IUCN membership adopts a quadrennial Programme that guides the work of the Union, especially that of the IUCN Secretariat. The Secretariat implements the IUCN Programme through a growing portfolio of over 400 projects across the world that are designed to respond to country, donor, and IUCN priorities.

The IUCN Cambodia Office is actively implementing multiple projects focused on protecting and managing water and wetlands, forests, marine and coastal areas, species and biodiversity, groundwater, and protected and conserved areas. To achieve these goals, IUCN Cambodia applies its strategic approaches such as nature-based solutions (NbS) and climate livelihoods and finance for nature, as well as emphasizing governance & rights and policy engagement, with funding from various donors, including the Global Environment Facility (GEF), the European Union (EU), Rain Forest Trust, the Indo-Burma Ramsar Regional Initiative (IBRRI), and the Biodiversity Landscape Fund (BLF).

  • Administrative and Procurement Support: The role involves organizing logistics for events, meetings, travel, and workshops; coordinating internal meetings, including minute-taking and action tracking; liaising with stakeholders such as government, NGOs, and local authorities; and supporting the management of fixed and non-fixed assets through inventory tracking. Support contract preparation and processing for partners and consultants, and ensure compliance with procurement procedures for goods and services.
  • Financial and Accounting Support: The role involves managing petty cash by preparing vouchers, reconciling accounts, and maintaining records. It also includes collecting and processing banking transactions such as payments to vendors and workshop participants, as well as assisting in reviewing TA/EC and process EC/PPO/PPI in ERP, reviewing project financial reports, and assisting with data entry to the NAV/ERP system and prepare Debit/Credit Notes etc.

Administrative and Procurement Support:

  • Provide logistical support for programme/project activities such as events, meetings, and travel arrangements
  • Support contractual processes for new projects, following stipulated internal procedures and particular project requirements
  • ssist in the preparation of partners’ and consultancy contracts, obtaining clearance and approvals
  • Support the procurement procedure of goods and services related to project activities in compliance with organizational procurement policies and donor requirements
  • Support the programme staff in setting up regular internal coordination meetings, minuting meetings, tracking, and follow-up of agreed action points
  • Assist with fixed/non-fixed asset register and tagging, and provide supervision and monitoring of Fixed Assets, the inventory system being maintained by the IUCN Cambodia Country Office.

Finance and Accounting Support:

  • Arrange petty cash replenishments and maintain agreed level of cash-in-hand for disbursements and reconcile petty cash in an Excel sheet on a daily and weekly basis; the reconciliation should be printed and signed and accompanied with full supporting documents.
  • Prepare petty cash vouchers, obtain approval, make payments, and act as custodian of petty cash in KHR and USD.
  • Visit the bank to collect statements, credit advances, cash withdrawals, transfer payments, and make payments to suppliers and vendors.
  • Assist the Operation Officer in reviewing the project's financial report and partners’ financial reports
  • Assist in submission of RQ(s) checking staff travel advances, travel claims and process EC(s) and PO/PPI in ERP
  • Prepare documentation and make payments to participants attending workshops, meetings, and training events.
  • Data entry in ERP daily and make sure that the data is entered into the system with correctness, and make adjustments with necessary
  • Assist in preparing debit/credit notes which will be sent to the relevant IUCN offices and,
  • Maintain a filing system for all supporting documents.

REQUIREMENTS

  • University degree in administration or finance or other relevant areas is preferred.
  • At least 2 year experience in finance/administrative/secretarial work, preferably working experience with international organizations.
  • Professional use of personal computer utilizing word processing and spreadsheet software programs (e.g. MS Office, MS Word, MS Excel).
  • Experience and knowledge on Tax and VAT application.
  • Practical knowledge and skills in computer accounting software especially ERP.
  • Good translation skills for English and Khmer.
  • Excellent communication skills and ability to work effectively in a team.
  • Highly motivated, willing to learn, service-oriented and able to work under high pressure and within a limited time frame
