Job Description

Duties and Responsibilities

Under the supervision of the project manager, the administrative assistant will assist the project team in the management of all administrative and financial aspects of the organization. In addition, he / she will have to carry out, face-to-face and full-time, the following tasks:

Support to the administration of the Observatory's general management:

  • Guarantee the administrative management of the project in compliance with the donor procedures
  • Prepare budget reports in accordance with donor procedures
  • Support the revision of project documents as well as costs and budgets in accordance with the procedures in force
  • Provide the necessary documentation to the administration of the donor for the preparation of technical and financial reports
  • Entering and formatting the minutes of meetings or seminars and administrative documents (letters, reports, etc.), reproducing them and distributing them to interested parties;
  • Support the Project Coordinator for purchases of goods and services, calls for tenders, etc.
  • Support the Project Coordinator in the correct management of salary, tax and tax payments
  • Control semi-annual / annual expenses in accordance with the planned budget
  • Provide accounting data to the Project Coordinator to enable him to carry out expenditure control and planning
  • Ensure the correct archiving of administrative project documents
  • Provide general technical and operational support to the work of the team

Support for general and logistical services linked to the general management of the Observatory:

  • Manage logistics (book rooms, hotels, transport etc.)
  • Find suppliers according to needs (quality, price and deadlines)
  • Manage orders for supplies, office furniture, telecoms and IT equipment: quotes, purchase orders, quotes, supplier relations, inventories, etc.
  • Perform all other tasks related to his duties and meet his professional skills according to the needs of the structure

Required Skills and Experience


  • Higher education diploma in at least one of the following fields: financial management, administration, HR or similar discipline;
  • An undergraduate university degree combined with two additional years of qualifying experience may be accepted in place of the post-graduate degree


  • Have at least three (3) years of professional experience in the field
  • Have a good knowledge of the management of projects financed by donors
  • Have knowledge and mastery of financial and accounting management of projects and programs
  • Ability to work independently and proactively.
  • Ability to identify priorities and complete tasks on time
  • Good computer skills, including word processing and spreadsheet software
  • Excellent management, communication skills and proven interrelational qualities
  • Experience in institutional support with at least one public institution or civil society organization in the MENA region;
  • Knowledge of the United Nations system and other international donors in Tunisia is an asset

Languages ​​required

  • Good command of Arabic and French languages ​​(oral and written)
  • English is an asset
