Job Description


The Division for Partnerships of the Bureau of Strategic Planning (BSP/DPA) provides targeted support for Field Office resource mobilization which includes supporting Field Offices in the development of Field Office resource mobilization plans, deployment of specialized resource mobilization expertise at (sub) regional and national level including regional resource mobilization officers; providing seed money for targeted donor outreach including (co) design of proposals, negotiations and strategic dialogues with donors, targeted communication and,  capacity building as well as action oriented research linked to Field Office resource mobilization.

The specific responsibilities of the Section for Strategic Partnerships and Donor Relations (BSP/DPA/SPD) within the Division  include coordinating and scaling up centralized partnerships and cooperation agreements with existing funding partners and advocating for strategic, multiannual programmatic partnerships, supporting the resource mobilization efforts of Programme Sectors, Field Offices and Category 1 Institutes through capacity building, knowledge exchange and backstopping of decentralized resource mobilization efforts; and preparing strategy and policy documents relating to resource mobilization and partnership, as well as providing support for structured financing dialogues and refining tools, systems and processes relating to partnership and resource mobilization.

The Section is closely involved in backstopping Field Offices in their outreach and resource mobilization activities and coordinating with decentralized resource mobilization officers/focal points in the field so as to mobilize a higher volume of resources from decentralized donors. The Section is also closely engaged in the wider of efforts of BSP to create a better enabling environment for partnership.

Long Description

Under the authority of the Director of the Division for Partnerships (BSP/DPA) and the direct supervision of the Chief of Section for Strategic Partnerships and Donor Relations (BSP/DPA/SPD), the incumbent will contribute to the work of the DPA/SPD Section with a particular focus on supporting resource mobilization of UNESCO Field Offices.

Specifically, the incumbent will:

  • Backstop, monitor and report on the implementation by Field Offices of resource mobilization work plans and coordinate an overall assessment inter alia with respect to the return on investment, and the identification of best practices, with a view to enhancing the impact of future support for field office resource mobilization;
  • Coordinate with decentralized resource mobilization officers/focal points and provide guidance on the development and update of their resource mobilization plans and organize meetings with BSP, Programme Sectors and Field Offices to provide feedback on all plans to identify possible synergies, to avoid duplication and ensure coordination vis-à-vis donors;
  • Contribute to the smooth coordination and information exchange between BSP partnerships and resource mobilization officers at Headquarters and decentralized BSP resource mobilization officers and other resource mobilization focal points in UNESCO Field Offices;
  • Contribute to the capacity building of Field Offices in the area of resource mobilization particularly in relation to the roll-out of Constituency Relationship Management Tool, the elaboration of capacity building materials and analytics on resource mobilization, the guidance to newly appointed resource mobilization officers/focal points, and support for structured financing dialogues;
  • Coordinate with the team and maintain up-to-date information on donor intelligence, analyse development assistance policies and keep informed the network of resource mobilization focal points at Headquarters and Field Offices;
  • Contribute to the elaboration of advocacy materials and the backstopping of forward-looking research to enhance the capacity of Field Offices in both public and private sector partnerships;
  • Contribute to the wider efforts of the Bureau of Strategic Planning to improve the house-wide enabling environment for partnerships including through improvements to systems for knowledge management, enhancement of internally and externally facing web sites, initiatives to foster operational links between UNESCO’s communication and partnership strategies, and efforts to improve the quality of data and reporting on resource mobilization and partnership.
  • Any other tasks deemed appropriate by the Bureau of Strategic Planning.



  • Advanced University degree (Master’s degree or equivalent) in the field of social sciences, management, administration, or other relevant fields to resource mobilization.

Work Experience

  • At least two (2) years of relevant work experience related to coordination, resource mobilization, research, data management, event organization, of which preferably one (1) year acquired in an international environment.

  • Proven skills in producing high quality written documents (reports, synthesis, web news, data analysis and graphics)
  • Creative thinking and ability to conceive, develop and execute new projects from the initial stages to completion.

  • Knowledge of global/regional development ODA (Official Development Assistance) and private sector fundraising


  • Excellent knowledge of English or French and very good knowledge of the other language.
