The Project Manager for the Capacity Building of the Child Protection in Humanitarian Action Workforce during COVID-19 Project will sit within the Disaster Risk Management Practice Area at Plan International USA. This person will be responsible for the administration, technical leadership, implementation, and reporting of Plan International’s USAID/OFDA grant Building Capacity of CPHA Practitioners to Respond in Times of COVID-19. They will also contribute significantly to inter-agency work as part of the Learning and Development (L&D) Working Group (WG) under the Alliance for Child Protection in Humanitarian Action. S/he will report to Plan International USA’s DRM Manager (C.P. Specialist).
Dependent upon funding from USAID’s Bureau for Humanitarian Assistance (BHA, formerly USAID’s US Office for Foreign Disaster Assistance (OFDA)), the Project Manager will be responsible for the implementation and final deliverables of Plan International’s Building Capacity of CPHA Practitioners to Respond in Times of COVID-19 grant. This grant funds a 12-month project to drive learning and development initiatives to ensure the Child Protection in Humanitarian Action (CPHA) workforce is better equipped to adapt child protection (CP) programming in the context of COVID-19. The Project Manager will have the ability to work remotely. The Project Manager may travel up to 30% for international meetings, trainings, and workshops – dependent on ability to travel due to the pandemic.
Key End Results and Responsibilities:
Implementation of the OFDA Grant
- Conduct a rapid global Child Protection in Humanitarian Action (CPHA) capacity gaps analysis in the context of COVID-19 and develop a capacity building strategy, in coordination with the L&D WG Coordinator
- Develop a work plan in coordination with the DRM Manager and L&D WG Coordinator
- Based on findings of the rapid capacity gaps analysis and capacity building strategy– design capacity building resources (MOOC, podcasts, webinars, face-to-face capacity building package, etc.) to support CPHA practitioners to effectively adapt programming to the COVID-19 context.
- Coordinate with Alliance Working Groups and Task Forces, with support from the L&D WG Coordinator, to adapt existing COVID-19 CP guidance into capacity building materials
- Support the L&D Coordinator in launching and disseminating the MOOC course to CPHA practitioners globally, ensuring advertisement of the course through a variety of channels.
- Organize a CP & COVID-19 online learning series, in coordination with the L&D WG Coordinator, to roll out developed capacity building resources over a period of six months.
- Identify promising practices and innovative ways to provide remote skills-building opportunities to country-level practitioners in the context of COVID-19. Disseminate the identified best practices through case studies and webinars.
- Broadly test and disseminate resources and training through online webinars, web content, and via global events and meetings (regional and global events).
- Work with the Assessment, Measurement and Evidence and the Learning and Development Working Group to design a feedback mechanism for the capacity building resources.
- Provide training to a broad range of practitioners including surge staff, standby partners, etc.
Networking and Representation
- Actively participate in the Learning and Development Working Group as part of the Alliance for Child Protection in Humanitarian Action.
- Liaise with and participate in various initiatives on Learning and Development during COVID-19 and bring key stakeholders and organizations together for collaboration and coordination.
- Support the submission of timely donor reports (narrative, budgetary, etc.).
- Design monitoring and reporting methodologies.
- Work with MERL team to track progress towards indicators.
- Provide regular updates to the Disaster Risk Management Manager at Plan International USA on the status of the project.
- Support the communication with USAID/BHA (provide regular updates on project progress and achievements, organise workshops in the USA to present the guidance and related tools, etc.).
Build Technical Expertise of Plan International
- Identify opportunities to build capacity of Child Protection in Emergencies practitioners in adapting programming during COVID-19 which may include: support to proposals, trainings via webinar, strengthening remote capacity building skills, feeding into Plan International’s CPiE capacity building strategy, etc.
Communication and Working Relationships:
- Excellent risk-assessment and management is required to support decisions that may require overcoming attitudinal, systemic and physical barriers.
- Management judgement will be required to negotiate and influence inter-agency task force members at the global, regional and country level.

- The successful candidate will work regularly with the Global Child Protection in Emergencies (CPiE) Unit at Plan International Headquarters.
- The candidate will lead the project in collaboration with the CPiE technical team and utilize technical guidance from team members.
- The candidate will contribute to Global CPiE pieces of work as appropriate.

Competencies Required to Achieve Objectives:
- At least 5-7 years of progressively responsible experience with international organizations in Child Protection in Emergencies and demonstrated expertise in developing capacity building resources.
- University degree in international development, human rights, social sciences or related field.
- Experience in developing capacity building material for various target audiences
- Experience with various learning and development approaches (training, coaching/mentoring, remote supervision, participatory learning approaches, etc.)
- Strong research and analytical skills with experience in participatory and inter-agency approaches.
- Experience in grant management, spending and procurement planning, monitoring and reporting, etc. (preferably with USA donors).
- Ability to think creatively and to solve complex problems.
- Excellent written and verbal communication skills in English.
- Knowledge of the Child Protection Minimum Standards and their role within the child protection in humanitarian action programming
- Experience working at an inter-agency level.
