Job Description

PURPOSE

Develop resource mobilization with a particular focus on climate finance;
Lead, coordinate and provide technical support in the design of bankable investment proposal and concept notes for resource mobilization;
Mobilizes grant and non-grant climate finance including concessional loan and technical assistance from bilateral and multilateral development partners, philanthropies’ as well as from private and public sources for climate change mitigation and adaptation actions;
Negotiation, drafting and revision of agreements with development partners  and monitoring of overall implementation of agreements.

ENGAGEMENT

  • Engage with diverse stakeholders in the development of bankable concept notes and proposals in line with the outcome of NAP-ETH;
  • Identify list of potential public, private, bilateral and multilateral sources of climate finance to address identified climate adaptation needs;
  • Identify strategic partnership opportunities to secure additional climate finance  from traditional and non-traditional sources through innovative financing mechanisms;
  • Promote green growth and the GGGI methodology with the donor community and other stakeholders;
  • Advise GGGI on opportunities for engagement in the national context, demonstrating effective adaptation of the GGGI approach;
  • Engage with other country teams, units and divisions of GGGI on identified joint activity opportunities to ensure integrated delivery as “One GGGI”.

DELIVERY

  • Identify list of potential public, private, bilateral and multilateral sources of climate finance to address identified climate adaptation needs;
  • Develop climate finance sources ‘directory’ (including profiles of identified sources), circulate and facilitate utilization amongst relevant NAP-ETH executing ministries and stakeholders;
  • Review and strengthen the structure of existing finance-related institutions such as the CRGE Facility to support effective, transparent channeling of funds across sectors, according to adaptation priorities identified in the NAP-ETH;
  • Provide capacity building training to NAP-ETH executing ministries and stakeholders on climate finance and effective financial management at the national and federal level;
  • Finalize at least three (3) Project Concept Notes (PCNs) for submission to GCF and/or additional financing institutions for review and feedback;Ensure gender  equality considerations and environment and social safeguards to be integrated in the resource mobilization efforts;

QUALIFICATIONS

  • A Master’s Degree in Economics, International Relations, Development Studies, Environment and natural resource management   or other related filed . A Bachelor’s Degree in these relevant fields with additional years of experience may be accepted in lieu of a Master’s Degree.
  • Preferable 5- 7 years of experience in the field of resource mobilization, partnership management, Development effectiveness, public finance in climate change context;
  • Demonstrable knowledge of international development financing and the global funding architecture, particularly as related to the climate finance including the Green Climate Fund and Adaptation Fund ;
  • Knowledge of the operations of Ministry of Finance including channels of financial flow, the national development policies and strategies is an added advantage;
  • Good knowledge of the government operations at the national, regional and woreda level;
  • Having private sector experience will be an added advantage;
  • Ability to integrate gender equality and social inclusion in resource mobilization efforts and partnership building;

FUNCTIONAL

  • High level of attention to detail and accuracy.
  • Strong and matured interpersonal skills and proven ability to work with multi-cultural teams.
  • Ability to work well under pressure and have a flexible approach to tasks given.
  • Good level of proficiency in Microsoft Office applications (Word, Excel, PowerPoint, etc.),
  • Exceptionally organized with excellent prioritization skills.
  • Excellent communication, presentation and writing skills.
