UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

Major Tasks

Preparation of the Report:

  • Report should be in English and follow the UNICEF Guidance for Written Submissions to the Committee on the Rights of the Child (dated March 2016).
  • Maximum of 20,000 Words Long and prepared in a widely consultative manner (in order to Include inputs from all other members of the UN Country Team and Civil Society Actors and should also Include the Views and Concerns expressed by Children and Youth).
  • Compilation of relevant laws, policies, action plans and independent research pertaining to the realization of children's rights in the Philippines for submission to the Committee on the Rights of the Child.
  • In collaboration with UNICEF Philippines and Civil Society:
  • Reflection of the views and voices of children in various ways, including reports of surveys done among children, and sharing of children's products such as: drawings, etc.

Deliverables

  • First Draft of the Report.
  • Final Draft of the Report.
  • Compilation of Relevant Laws, Policies, Actions Plans and Independent Research.
  • Reflection of the Views and Voices of Children.

Qualifications and Competencies of Successful Consultant

  • Master's Degree in Law or other relevant Social Science Subjects.
  • 7 Years of Work Experience of which are in Professional (Officer) Level in the Relevant Field and Working in Development Contexts.
  • Preferably UN or NGO experience.
  • Demonstrated experience in writing reports, studies and other technical documents relevant to the subject of the consultancy.
  • Familiarity with the child rights sector in the Philippines and knowledge of key national institutional arrangements, policies, legislation and programs to support the realization of children's rights.
