In order to strengthen UNICEF’s advocacy position and inform policy makers to address those challenges in the social protection system, continued generation of solid evidence and systemization of past advocacy pieces and knowledge products will be needed.
The consultant will support the Office’s efforts in this aspect by working on a series of deliverables to generate evidence and systemize knowledge products in the area of shock responsive social protection and Child Money Programme. Technical assistance on shock responsive social protection:
Gather and provide technical inputs to the development of a synthesized policy note on Shock Responsive Social Protection, which aims to inform the development of a holistic, child-sensitive national policy framework.
Data analysis and policy advocacy on child money programme:
conduct data analysis regarding the real value of the benefit size and the trends of Child Money Programme, and provide technical inputs to the development of an advocacy piece on the child money programme.
Planning and reporting coordination:
Provide support to the preparation and coordination of annual review process and planning for the next year by communicating with key partners, supporting the negotiation and agreement with the partners on key activities.

A minimum of 5 years of professional experience in one or more of the following areas is required: social development programme planning, public finance, public advocacy or another related area.
Analytical and/or programmatic experiences on social protection.
Solid experience and knowledge of Social Protection system in Mongolia.
Relevant experience in a UN system agency or organization is considered as an asset.
Fluency in English is required.
Strong inter-personal and communication skills and the ability to interact professionally with a diverse group of people
