Job Description

The Pool conflict has caused internal displacement of populations, in general, which has considerably increased humanitarian needs. However, since the ceasefire signed in December 2017 and the “collection” of weapons in August 2018, there has been a massive return of populations. It is estimated that more than 160,000 people in 2018 had moved to neighboring departments (Bouenza, Lékoumou, Niari and Brazzaville) and within the country who gradually returned to the Pool department. Unfortunately, the existing limited resources have led to focus support only on humanitarian action and community dialogue which are still insufficient to have a real impact on the economic recovery of the population.

It is important to remember that armed clashes between security forces and Ninjas Nsiloulou fighters caused extensive material and human damage. Some villages were destroyed as well as agricultural assets and social infrastructure. This has increased the vulnerability of men, women, youth and children in terms of food security, nutrition, health, education and protection.

To this end, the UNDP has mobilized funding from Japan to help strengthen social cohesion involving at-risk youth and vulnerable women.

Among the activities planned under the project the financing of income-generating activities (IGA) for returning communities and ex-combatants.

In this momentum, the UNDP on this Japanese funding has already provided support to several groups whose activities affect the agro-pastoral sector, which represents a first batch of beneficiaries and aims to do more.

To better understand the results obtained through the implementation of this project, the UNDP wishes to create a database.
Duties and Responsibilities


The general objective is to have a database of project indicators based on available data and to determine the level of performance of these indicators.

Specific objectives :

  • Have a database validated by all the project partners;
  • Produce project progress indicators from dynamic statistical data from project results;
  • Have a pool of technicians trained in the use of the statistical tool


The consultant's intervention aims to help set up a database to analyze and assess the results of the project. As such, he will have to:

  • Design a dynamic statistical database on the results of the project;
  • Process and analyze the data in order to measure the progress of the project indicators;
  • Organize a meeting to present and validate the database;
  • Train users;
  • Document tools.

Expected Products

  • A dynamic statistical database on the results of the project is set up;
  • A list of relevant indicators is drawn up and validated by all the partners;
  • Collection tools are designed and validated;
  • The project results database is validated by UNDP.

Required Skills and Experience


  • Hold a Master's degree in Statistics / demography, programming, database management, program monitoring and evaluation, and or equivalent.


  • Have more than 3 years of experience in managing an information system in the field of data collection, analysis, processing and dissemination;
  • Having done identical work in a similar similar context would be an asset;
  • Good knowledge of the United Nations system or strong experience in or with one or more development institutions;
  • Experience in the use of computers and office software (MS Word, Excel, Powerpoint, etc.)


  • English and French are the two working languages ​​of the United Nations Secretariat. For the post advertised, fluency in French is required.
  • Basic knowledge of written and spoken English will be considered an advantage.
  • Knowledge of another official UN language is an advantage.
