UNICEF Tanzania is hiring a National Consultant to provide technical assistance to the government of Tanzania in the revision of the continuing professional development (CPD) framework. We are doing this to strengthen the CPD system in Tanzania in line with the advancement in the health sector contributing to improved patient care and health outcomes. The deliverables of this consultancy will be used by the professional associations, CPD providers and health care workers across all service delivery points.

The results of the consultancy will drive the following decisions: 

  •  License renewal,
  • Criteria for CPD providers
  • Topics for CPD points and their weights
  • Approaches of accruing CPD points
  • Governance of CPD system.

The consultant shall undertake the following tasks:
Desk review of Current CPD Framework for Healthcare Professionals:

  • Conduct a comprehensive review of the existing CPD framework for healthcare workers in Tanzania,
  • analyzing its strengths, weaknesses, opportunities, and challenges.
  • Assess the relevance and effectiveness of the current framework in meeting the diverse needs of
  • healthcare professionals across different specialties and levels of practice.

Stakeholder Consultations:

  • Engage with key stakeholders, including medical associations, regulatory bodies, healthcare
  • institutions, and individual healthcare professionals to provide their insights, including on the desk
  • review.
  • Conduct focus group discussions, interviews, and surveys to gather insights and feedback on the
  • existing CPD framework and expectations for the revised framework.

Benchmarking and Best Practices in Healthcare CPD:

  • Conduct a comparative analysis of healthcare CPD frameworks from other countries with similar
  • healthcare systems and challenges.
  • Identify successful healthcare CPD models and best practices that could be adapted to the Tanzanian
  • healthcare context.

Development of Revised CPD Framework for Healthcare Professionals:

  • Propose a tailored and specific CPD framework that addresses the unique needs of healthcare
  • professionals in Tanzania.
  • Integrate feedback from stakeholders and incorporate best practices into the revised framework.
  • Articulate governance of the CPD framework.

 Prepare a comprehensive report detailing:

  • Recommendations for capacity-building initiatives to support the effective implementation of the
  • revised CPD framework in the healthcare sector.
  • Strategies to enhance the capacity of medical associations, healthcare institutions, and trainers
  • involved in delivering CPD programs.

Develop an implementation plan for the revised CPD Framework for Healthcare Professionals:

  • Establish a list of key activities for the revised CPD framework implementation.
  • Prepare for each key activity established for the revised CPD framework implementation, an
  • implementation plan with clearly defined indicators.
  • Finalize a detailed implementation plan for the revised CPD framework.

To qualify as an advocate for every child you will have:

  • An Advanced degree (Master’s or MMed) in Public Health, Health Management, Human Resource Management or related field
  • A minimum of 8 years of relevant professional experience in healthcare education and professional development, with a focus on CPD for healthcare workers.
  • In-depth understanding of adult learning principles Strong facilitation and presentation skills
  • Fluency in English is required. Proficiency in Swahili is an asset.
