Job Description

Expected Outcomes

Strategy and Planning

- Provide support in the development of policies and strategies to further inclusive economic growth and poverty reduction through the promotion of macro-economic and fiscal stability, growth of vibrant enterprises, a conducive business environment and investment climate, appropriate trade facilitation systems, modernized customs, and trade and competition policy regimes. Support improved policy regimes in the power, food security and education sectors.
- Involve in policy dialogues with the official of Government of Indonesia and external donor agencies around these issues.
- Provide substantive technical inputs and analyses for country programming and contribute to the development of Indonesia Country Partnership Strategy
- Participate in interdepartmental working groups
- Provide support in economic and sector work such as economic analysis for regional and DMC specific sector studies and TAs as well as review, provide inputs and strengthen the work of others.

a. Economic, Sector and Thematic Work

- Support the assessment of macroeconomic, social and sectoral developments in Indonesia with a view to the development of strategies and programs, including policy reforms, institutional improvements and investment programs.
- Provide significant contributions in undertaking economic, sector and thematic work to prepare economic/programming and/or macroeconomic management related studies and periodic reports on the state of the economy and specific issues as required, such as periodic economic reports, and briefing materials for ADB Management and Board.
- Provide inputs to ADB-wide economic analysis documents and publications, including coordinating and reviewing Asian Development Outlook (ADO) and ADO Update chapters.
- Review and strengthen analysis and presentation of complex economic evaluation in ADB documents to ensure quality of operations and publications.
- Provide inputs to the analytical and operational work under Southeast Asia Department's (SERD's) regional cooperation and integration (RCI) initiatives

c. Project Management

- Provide support in the design, development, processing and administration of program loans that have been proposed in the Country Partnership Strategy (CPS) or during policy dialogues with the Government of Indonesia
- Participate in monitoring programs, loans, and TAs covering the areas of responsibility to improve program ownership with major stakeholders, and contribute to achievement of program objectives.
- Process and administer TA project in support of policy-based lending operations.
- Coordinate with other development partners in analytical work and in the design of policy-based loans to explore potential cofinancing.

d. Knowledge Sharing

- Participate in and contribute to the relevant internal and external training and conferences and other activities for advocacy, dissemination and knowledge building.
- Work with multi-disciplinary teams to support the development of policies and strategies in in consultation with relevant government agencies and sector colleagues.
- Participate in dialogue with government officials and stakeholders on policies and reforms, including approaches and priority areas for investment.
- Develop and maintain a suitable network in the sector to keep abreast of latest developments and issues.
- Contribute substantially to activities for advocacy, dissemination and knowledge building around sector issues.

e. Staff Supervision

- Take the role of mission leader and supervise the work of mission members
- Supervise the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance.
- Provide coaching and mentoring to team and individual, and ensure the on-going learning and development of reporting staff.

Education Requirements

- Master's Degree or equivalent in economics, finance, or governance and development. University degree in one of the majors, combined with at least 5-year specialized experience in similar organization/s may be considered in lieu of a Master’s degree.

Work experience

- Suitability to undertake the responsibilities mentioned above at the required level
- At least 8 years of relevant experience in project processing and administration in different sectors.
- Has a good understanding on the dynamics among the development partners and internal level dialogue on development assistance in general
- Ability to communicate effectively with key clients in the DMC
- Excellent oral and written communication skills in English
- International experience working in several countries

Technical Knowledge

- Significant expertise within a specific area of ADB's operations
- Credible expert in field of expertise with recognized ability to lead projects and to share relevant knowledge to benefit the broader ADB community

People and Leadership Skills

- Able to perform effectively as a mission or team leader, exercising supervision, coordination, and planning responsibilities over multi-disciplinary teams
- Able to mentor team members, providing guidance and advice on project or technical-related matters
- Able to coach team members to develop their capabilities/potential
- Excellent oral and written communication skills in English
