About the Organization:

The Country Officer (CO) will be a key member of the Country Office Management team in Thailand and will provide support to the implementation of strategy, client relationship management, work program management, quality assurance, and the day-to-day office administration. He/she will be based in Bangkok and will report to the Country Manager (CM).  His/her specific duties and accountabilities, which are expected to evolve over time, include the following:

Country Partnership Framework Implementation and Review: Under the guidance of Country Manager, the CO will play a key role in the elaboration and  implementation of the World Bank’s Country Partnership Framework for Thailand, and will work closely with the Operations Manager in Philippines and Senior Country Officer of the Anchor Unit in Washington D.C. to review the implementation of the programs and progress on results framework and to assemble and analyze relevant data.  The CO will also advise task teams on country context and strategy issues.

Relationship Management:  The CO will play a key role in strategically managing relationships with government under the guidance of the Country Manager, and in close coordination with EXT colleagues. He/she will develop and maintain regular country contacts with clients - both within and outside Government - and other key stakeholders. In doing so, he/she will update the country team on the evolving political economy and context for Bank operations in Thailand.

Support to Country Office Management:  The CO will serve as focal point of office administration.  In this capacity, he/she will have primary responsibility for overseeing facilities, logistical support and administrative vendors, and IRS relocation support in the office. 

In addition, the CO will coordinate and oversee the work of ACS staff under the guidance of the Country Manager. In this capacity, he/she will provide support to ACS staff in the Bangkok Office and mentor and coach staff as needed.  He/she will work with Executive Assistant to facilitate the effective work allocation among ACS staff and assess their training needs. 

Coordination of Key Meetings and High-Level Visit:  The CO will take a leadership role in coordinating key high-level visits to Thailand and key meetings/events under the guidance of Country Manager.  The CO will work closely with the government in preparing the visit program and necessary protocols. The CO will also take a lead in preparing the briefing documents for high-level visits and World Bank/IMF Annual and Spring Meetings.

Portfolio Management : The CO will play a key role in portfolio management and quality issues for the Thailand Country Program, working closely with the Operations Manager based in Manila and Country Manager.  Responsibilities include:

  • ensure sound analysis and monitoring of portfolio developments (including through regular review of ISRs), identify issues and proposing options for their resolution, and provide CMU comments to ISRs,
  • provide support to task team on quality and compliance with Bank operational processes and procedures (including referring them to the relevant responsible staff in fiduciary, legal, safeguards or other specialized areas),
  • respond to Government clients’ queries regarding the World Bank portfolio and operational procedures by providing timely and helpful answers and/or directing them to relevant people/resources,
  • coordinate with relevant sector teams in administering the RAS work and at various stages of preparation and to provide his/her inputs on such documentation for the Country Manager/Director. This will include reviewing and assessing concept notes, draft documents, and final outputs.
  • play a key role in country portfolio performance review processes with the Government and other Development Partners as needed
  • support the Manila-based Budget Officer in the yearly business planning and budgeting process and monitor budget execution and the fulfilling of WPA commitments.

Selection Criteria

  • Masters degree in a relevant field discipline (Management/Business Studies, Development Studies, Public Policies, etc.) and minimum of five (5) years relevant experience.

Skills and knowledge

  • Demonstrated political sensitivity and mature judgment and capacity to build and deepen client relationships, as evidenced by previous work experience;
  • Sound knowledge of the World Bank’s operations and ability to address issues across sectors and at the country level;
  • Good understanding of Bank operational processes, procedures and practices and their practical application in a country context;
  • Ability to influence and contribute to all phases of the project cycle;
  • Ability to ensure the quality of portfolio performance management;
  • Ability to deepen client commitment and engagement to ensure effective implementation and longer term sustainability of CPS, projects and programs;
  • Ability to work across several tasks in parallel and to achieve results under stress;
  • Strong teamwork skills in a matrix environment as well as leadership skills;
  • Outstanding interpersonal skills with proven ability to work cooperatively within a multi-disciplinary country team and with other groups throughout the Bank, development partners; governmental institutions;
  • Ability to coach, mentor and develop more junior staff; and
  • Effective verbal and written communications skills both in English and Thai.
