DUTIES AND ACCOUNTABILITIES
The Country Officer (CO) will be a key member of the Country Office Management team in Thailand and will provide support to the implementation of strategy, client relationship management, work program management, quality assurance, and the day-to-day office administration. He/she will be based in Bangkok and will report to the Country Manager (CM). His/her specific duties and accountabilities, which are expected to evolve over time, include the following:
Country Partnership Framework Implementation and Review: Under the guidance of Country Manager, the CO will play a key role in the elaboration and implementation of the World Bank’s Country Partnership Framework for Thailand, and will work closely with the Operations Manager in Philippines and Senior Country Officer of the Anchor Unit in Washington D.C. to review the implementation of the programs and progress on results framework and to assemble and analyze relevant data. The CO will also advise task teams on country context and strategy issues.
Relationship Management: The CO will play a key role in strategically managing relationships with government under the guidance of the Country Manager, and in close coordination with EXT colleagues. He/she will develop and maintain regular country contacts with clients - both within and outside Government - and other key stakeholders. In doing so, he/she will update the country team on the evolving political economy and context for Bank operations in Thailand.
Support to Country Office Management: The CO will serve as focal point of office administration. In this capacity, he/she will have primary responsibility for overseeing facilities, logistical support and administrative vendors, and IRS relocation support in the office.
In addition, the CO will coordinate and oversee the work of ACS staff under the guidance of the Country Manager. In this capacity, he/she will provide support to ACS staff in the Bangkok Office and mentor and coach staff as needed. He/she will work with Executive Assistant to facilitate the effective work allocation among ACS staff and assess their training needs.
Coordination of Key Meetings and High-Level Visit: The CO will take a leadership role in coordinating key high-level visits to Thailand and key meetings/events under the guidance of Country Manager. The CO will work closely with the government in preparing the visit program and necessary protocols. The CO will also take a lead in preparing the briefing documents for high-level visits and World Bank/IMF Annual and Spring Meetings.
Portfolio Management : The CO will play a key role in portfolio management and quality issues for the Thailand Country Program, working closely with the Operations Manager based in Manila and Country Manager. Responsibilities include:
