Job Description

BACKGROUND AND PURPOSE OF THE CHARGE:

The strategic orientation and activities proposed in the Country Strategy of the World Food Program (WFP) respond to the sustainable development goals (SDGs) and the challenges currently facing the most vulnerable populations and local governments in Colombia. The Country Strategy contributes to building peace, reintegration and improving the livelihoods of the most vulnerable people.

In addition, WFP has a long experience as a food assistance agency in a humanitarian context and aims to develop capacities for preparedness and response to emergency situations that allow the population at risk to be treated more accurately and under clear procedures.

Due to the sharpening of the different phenomena present in the Colombian territory such as the situation of migration of Venezuelans, the internal armed conflict, forced displacement, confinement, among others; WFP has strengthened territorial preparedness and emergency response capacities through different actions, such as supporting local authorities in the characterization of the population and their needs, with a focus on food and nutrition security.

Vulnerability Analysis and Mapping (VAM) provides answers to questions such as Who are people vulnerable to food insecurity? How many? Where they live? Why are they vulnerable to food insecurity? How is the situation expected to evolve and what are the main risks?

The vulnerability analysis and mapping assistant contributes to producing evidence based on primary and secondary information, to improve food and nutrition security policies and programs of WFP in Colombia. VAM activities typically include needs assessments, context analysis, targeting of potential beneficiaries, food market assessments, among others. This position works closely with the Central Program Unit and the staff of the PMA field offices. It is required to have availability to travel frequently.

RESPONSIBILITIES:

In line with corporate policies, standards and regulations, data protection and privacy guidelines, country office priorities, public policies, humanitarian assistance prioritization tools and the VAM strategy, the functions of the VAM assistant will focus, but they will not be limited to the following key responsibilities:

Vulnerability, Market and Food Security Assessments.

  • Provide technical support for the design and implementation of food security assessments and vulnerability analysis at national level for emergencies and crises generated by violence.
  • Provide technical support for the coordination of teams that collect quality information in the field.
  • Provide technical support for the design and implementation of joint strategies for collecting primary and secondary information (markets, key indicators of Food and Nutrition Security, relevant country indicators).

Analysis, Prioritization and Strategic Reflection.

  • Provide technical support for analysis and report preparation consolidating primary and secondary information.
  • Serve as a point of contact for coordination and communication with partners, government and other agencies of the system for the generation of key products that contribute or generate inputs for the preparation of criteria for prioritization, targeting, inclusion / exclusion, program design, modality selection , adaptation of programs among others.

Capacity building.

  • In line with the standard emergency practices of the country and WFP, provide advice to help achieve program objectives within the established deadlines.
  • Provide technical support to implement the action plan for strengthening VAM capabilities, for WFP staff, communities, partners, government and other agencies.

Data management and geospatial analysis.

  • Provide technical support for data cleaning.
  • Provide technical support to prepare and update checklists of variables, quality control and dictionaries of variables and indicators.
  • Provide technical support to comply with the standards, protocols, manuals and guides for data management, protection and privacy of information.

Any other activity, as required.

MINIMUM REQUIREMENTS REQUIRED:

Education:

  • Minimum completion of the secondary education cycle. certificate of postsecondary education in administrative or social sciences, economics, agricultural economics, or careers. Management (intermediate / advanced) of statistical packages SPSS, STATA, SQL, Python, R.
  • Instead of handling (intermediate / advanced) statistical packages SPSS, STATA, SQL, Python, R, it will be considered advanced handling in Excel and studies in computer science, politics, or humanities with a focus on development, evaluation, research, etc.

Experience:

  • At least six years of experience in data analysis and data collection exercises with increasing responsibilities, including at least three years in risk management, emergency care programs or crises arising from violence or contexts complex armed conflict, gender-based violence, etc.

Languages: Spanish - advanced knowledge of English will be positively valued.
