As a Digital Technology Specialist (eGovernment & Digital Public Infrastructure), you will play a key role in driving ADB's support to developing member countries (DMCs) in modernizing public administration and building resilient Digital Public Infrastructure (DPI). You will help shape projects and strategies that enhance citizen engagement, improve public service delivery, and strengthen digital governance.

The position emphasizes:

Supporting the business development and pipeline creation of eGovernment and DPI-focused projects.

Providing technical and implementation support to ensure projects are well-designed, effective, and contextually relevant.

Leveraging your previous experience with development banks to navigate project cycles, partnerships, and operational requirements.

  • Identify, design, and help implement projects and technical assistance programs centered on eGovernment platforms, national digital IDs, secure data exchanges, payment systems, and other DPI building blocks.
  • Support developing member countries in conducting digital readiness assessments, formulating digital government strategies, and integrating DPI into broader development plans.
  • Collaborate with ADB operations and sector teams to ensure that digital public infrastructure considerations are mainstreamed across projects in areas such as social protection, justice, taxation, and public administration reform.
  • Facilitate partnerships and dialogue with governments, technology partners, civil society, and development partners to strengthen eGovernment ecosystems and promote open, inclusive, and interoperable DPI.
  • Provide technical and operational guidance during project preparation and implementation to address institutional, regulatory, and capacity-related challenges.
  • Contribute to knowledge sharing, capacity building, and learning activities for ADB staff and DMCs on global best practices and emerging trends in eGovernment and DPI.
  • Enhance the visibility of ADB's work in this area through communications, events, and collaboration with centers of excellence and thought leaders.

Qualifications:

You will need:

  • University Degree in Public Policy, Public Administration, Computer Science, Information Systems, or a related field; preferably at post-graduate level or its equivalent
  • At least 6 years of relevant experience in designing and implementing eGovernment or digital public infrastructure initiatives.
  • Demonstrated experience working with multilateral development banks or international development organizations, including familiarity with project design, financing, and implementation processes.
  • Strong understanding of the institutional, legal, and technical aspects of eGovernment and DPI.
  • Proven ability to work effectively in multidisciplinary teams and across complex stakeholder environments.
  • Excellent analytical, strategic thinking, and communication skills.
  • Written and verbal proficiency in English.
