The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. 

Responsibilities:

  • Developing, implementing and co-ordinating environmental projects, particularly in water management, in line with OSCE project management standards and in consultation with OSCE structures, delegations, field operations, experts and partners;
  • Identifying needs and priorities, ensuring alignment with national and regional policies, and adjusts project outputs to maximize OSCE added value and impact;
  • Organizing meetings, technical events, trainings and conferences, particularly on water security, ensuring partner co-ordination, logistical arrangements and substantive contributions;
  • Establishing and maintaining target-oriented working relations with international and regional organizations, initiatives, business partners and NGOs to enhance synergies and monitor environmental trends;
  • Representing OCEEA at relevant meetings and events, analysing environmental developments, including water-related issues and policies, to inform participating States and OSCE structures;
  • Identifying opportunities for joint activities, supports coordinated program development and sharing project results across partners and stakeholders;
  • Contributing to OCEEA policy and dialogue processes, including EEF, EEDIM, and EEC, by preparing inputs, drafting speeches, statements, presentations and briefing materials;
  • Collecting and analysing environmental and social data and preparing reports, papers and other written outputs;
  • Promoting synergies with OCEEA’s other programmes and liaising with the secretariat’s other departments and OSCE structures to enhance impacts;

Requirements:

  • Second-level university degree in Environmental Science, Economics, International Relations or Political Sciences, with a focus on environmental security issues. A first-level university degree in combination with two additional years of relevant experience will be accepted in lieu of the second-level university degree;
  • Recognized project management certification would be an asset;
  • A minimum of five years (seven years with a relevant first-level degree) of professional experience, preferably at the international/multilateral level;
  • Working experience in diplomatic service and in an international organization would be an important asset;
  • Familiarity with the OSCE regions, in particular Central Asia, South Eastern Europe, Eastern Europe or South Caucasus, would be an important asset;
  • Familiarity with a broad spectrum of security-related environmental issues;
  • Analytical skills and experience in performing research;
  • Professional fluency in English, with excellent communication and drafting skills; knowledge of another OSCE language, in particular Russian, would be an important asset;
  • Demonstrated gender and diversity awareness and sensitivity, and ability to integrate a gender and diversity perspective in the workplace;
