Skill Required: Monitoring and Evaluation

Under the direct supervision of Senior Programme Officer and general guidance of Chief, Strategies & Policy for Trade & Investment Section (DMD/SPTI), the Evaluation Officer (Impact Assessment) will be responsible for the following:

Responsibilities:

  • Contributes as team member to evaluations and impact assessments through scoping, planning, designing, collecting and analyzing data and report drafting of United Nations Secretariat programmes activities and carries out all the tasks involved in the assignments.
  • Researches, analyzes and presents data gathered from diverse sources.
  • Contributes to the development of evaluation and impact assessment design and takes the lead in drafting of inception papers and terms of reference.
  • Manages and oversees data collection efforts across multiple qualitative and quantitative methods; reviews, analyzes and interprets data; and develops findings, conclusions and recommendations.
  • Leads and/or participates in field missions, including provision of guidance to team members, external consultants, and other parties and drafting mission summaries.
  • Contributes to the drafting of draft and final evaluation and impact assessment reports, including the incorporation of client comments.
  • Participates in evaluation briefings to senior management, the Director, the Office of the Under-Secretary-General and evaluation clients by making a part of the presentation.
  • Ensures quality standards for evaluations, impact assessments, and monitoring processes.
  • Contributes as team member to evaluations that are impartial, independent and credible and that meet professional standards by following the Division’s quality standards.
  • Supports and carries out other management and administrative tasks as recruitment of staff and consultants. 
  • Participates in the follow-up to evaluation and impact assignments by: (a) tracking recommendations  and determining the final implementation of those recommendations and their outcomes.
  • Provides support to the Division to strengthen efficiency and effectiveness of the  evaluation and monitoring function by: (a) participating in Divisional work groups on work processes and structures;  (b) taking on additional Division-wide tasks as assigned, such as administrative, human resource, and/or substantive work tasks; (c) undertaking support functions, such as developing and conducting training workshops and seminars and providing guidance to entities with their respective internal evaluations and monitoring systems; (d) making presentations on assigned topics/activities; and (e) providing substantive support to meetings and conferences.
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Performs other duties as required.

Education:

  • Advanced university degree (Master’s degree or equivalent) in Law, Business Administration, Social Sciences, Public Administration, Programme Evaluation, International Affairs, Economics, International Development or a related field is required.   
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:

  • A minimum of five years (7 with a first level degree) of progressively responsible experience in impact assessment, monitoring and evaluation, results measurement is required.   
  • Experience within the United Nations common system or similar international organization is desirable.   
  • Experience in designing and implementing impact assessment frameworks and methodologies is desirable.   
  • Experience with trade-related technical assistance programs / market system development, particularly in agri-business and construction sectors is desirable.   
  • Experience coordinating M&E systems as part of a consortium, particularly EU-funded is desirable.

Languages:

  • English and French are the working languages of the United Nations Secretariat.
  • For this job opening, English is required.
  • Arabic is desirable.
