This position is located in the Quality Management and Performance Monitoring Section (QMPM) under the Office of the Executive Secretary (OES).Under the supervision of the Chief, Quality Management and Performance Monitoring Section, to:

Responsibilities:

  • Prepare, revise, and contribute to the development of relevant key documents related to the evaluation function within the PTS (Evaluation Charter, Evaluation Manual, Evaluation Frameworks). Ensure coherence with internationally recognized norms and standards, in particular those established by the United Nations Evaluation Group (UNEG).
  • Provide substantive support to ongoing evaluation processes, contributing to the design, planning, implementation, coordination, and reporting of evaluations. Support the synthesis of evaluation findings by funneling observations into clear, actionable findings and recommendations through a methodologically sound and transparent process.
  • Actively participate in the formation and preparation of evaluation teams, including the review of nominations, provision of technical guidance, and targeted support and training to ensure that evaluation experts are equipped to perform their duties effectively and in line with evaluation standards.
  • Lead in the development and enhancement of system-based evaluation tools to support evaluation practices and reporting requirements. Collaborate closely with software tool developers by providing subject matter expertise, reviewing technical outputs, offering overall guidance, and contributing to the preparation of user and training  manuals to ensure optimal utilization of evaluation systems.
  • Perform other duties as assigned.

Education:

Advanced university degree in engineering, nuclear physics, geophysics, social sciences, public policy, or evaluation-related fields.

Work Experience:

  • At least seven (7) years of relevant experience in technical evaluation, quality management or performance monitoring, preferably part of which should have been in an international environment.
  • Experience in conducting or managing evaluations in a technical or scientific environment.
  • Experience in quantitative and qualitative data collection and analysis tools, techniques, and approaches.
  • Experience in system analytical frameworks for operational efficiency assessment such as: ISO9001; Lean Six Sigma, EFQM is desirable; .
  • Experience of the CTBT verification regime, and in particular International Data Centre-related elements and On-Site Inspection activities, is an asset.

Languages:

  • Excellent oral and written communication skills in English are essential.
  • Knowledge of one or more of the other official CTBTO languages (Arabic, Chinese, French, Russian, Spanish) is desirable.
