The purpose of this assignment is to support the UNODC GMCP Pacific Ocean Region in planning and coordinating the implementation of MLE programmes across affected countries. The expert will be responsible for ensuring the successful execution of Maritime Infrastructure projects in remote Pacific Islands, aligned with the project timeline.

Responsibilities:

  • Serve as a strategic advisor to the Pacific Ocean Team, facilitating the integration of newly approved or modified projects into the 2026 implementation matrix.
  • This involves conducting detailed alignment analyses to ensure consistency with overarching programme objectives, milestones, and delivery timelines, while employing project management tools and frameworks to track progress and dependencies.
  • Offer expert guidance and oversight on complex maritime equipment procurement procedures and supply chain operations, including the preparation of procurement dossiers. 
  • Design and recommend robust monitoring and evaluation frameworks, including the development of comprehensive reporting dashboards. Utilize data analytics tools to  enhance the tracking of project implementation in remote Pacific Islands, thereby strengthening the M&E processes through real-time data collection, performance benchmarking, and adaptive management strategies.
  • Develop and present strategic recommendations for solicitation, synthesis, and incorporation of inputs from international and regional partners.
  • This includes establishing stakeholder engagement frameworks, facilitating multi-stakeholder consultations, and leveraging digital collaboration platforms to ensure inclusive, transparent, and coordinated participation in programme planning, implementation, and review processes. 
  • Development and deployment of customized M&E frameworks, including detailed weekly and monthly progress reports, real-time dashboards, and analytical tools that provide clear visibility into project performance, remote monitoring results, and adaptive management insights.
  • A strategic stakeholder engagement plan inclusive of consultation summaries, feedback synthesis reports, and documented mechanisms for ongoing partner input solicitation and incorporation, demonstrating increased coordination and stakeholder participation.
  • Regular progress updates (bi-monthly) highlighting achievements, challenges, and corrective actions related to project integration, procurement, monitoring, and stakeholder engagement, aligned with the agreed performance metrics

Requirements:

  • An advanced university degree (master’s degree or equivalent) in, Business Administration, International Relations, Public Policy, Global Affairs, or a related field is required.
  • A first level university degree in similar fields in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Minimum of 2 years of relevant international experience in planning, coordination, and implementation of programme required.
  • Practical experience in managing complex International Projects in Pacific, and high-value procurement processes, supply chain and logistics management is required.
  • The experience with the Pacific region Maritime counterpart and stakeholder is desirable.
  • English and French are the working languages of the United Nations Secretariat.
  • For this post, fluency in oral and written English is required.
  • Knowledge of another official United Nations Secretariat language is an advantage.
