- A key aim of the Resilience Technical Secretariat (RTS) will act as a coordination platform to coordinate and oversee the implementation of resilience programming both national and sub-subnational levels. In this regard, it will also assist the PWG, SDRF Steering Committee and NDC to provide strategic leadership to the RRF in order to ensure that government and partner programming is both aligned with the country’s NDP-9 and recovery and resilience needs. In addition, the secretariat will advise the government and implement agencies on resilience programming in Somalia using the existing national frameworks.
Under the immediate supervision of the Resilience Technical Secretariat Lead (RTS Lead) and the oversight of the Ministry of Planning, Investments and Economic Development (MOPIED) chair, the Resilience Focal Point will be embedded into the FMS Ministries of Planning and will perform the following tasks:
- Represent the Resilience Technical Secretariat at Federal Member State levels
- Create a State level Recovery and Resilience coordination and information sharing platforms
- Mapping of all Recovery and Resilience interventions, projects and geographical areas of
- Identify gaps and overlaps
- Sensitize the DINA/RRF and other resilience initiatives with FMS line ministries, district authorities,
- Communities and implementing agencies
- Participate the prioritization exercises of State level resilience projects and interventions
- Mainstream the Recovery and Resilience into the different NDP9 Pillar Working Groups
- Coordinate the implementations of Recovery and Resilience programs in the Federal Member States
- Convene a Recovery and Resilience stakeholder meetings with help of the State level DG of
- Attend the NDP9 Pillar Working Group meetings when necessary
- Perform any other tasks as required by the Resilience Secretariat Lead
- Compile monthly, quarterly and annual progress reports as required
- Prepare Monthly, Quarterly and Annual Reports of the secretariat

- Demonstrable knowledge of and experience with the Somalia DINA is a requirement
- A minimum of 6 years of experience in planning, project management, coordination of programs in
post conflict areas and other relevant fields
- Experience in the following thematic areas: National Development Plan of Somalia, Disaster Risk
- Reduction, Strategic Planning in Post Conflict Countries
- Knowledge of the context, social, economic and political environment of Somalia
- Proven networking and coordination experience
- A Master's Degree in international relations, development studies, public administration, project management, economics, business administration or related fields.
- Bachelor’s Degree with 6 years of experience in lieu of Master’s Degree5. Language Requirements
- Proficiency in Somali is critical
- Proficiency in written and spoken English is critical
