Job Description

Background

The Danish Refugee Council (DRC) assists refugees and displaced people all over the world: we provide them with emergency aid, fight for their rights and help them have access to a better future. We are present in conflict zones, along displacement routes and in countries where refugees are settling. We work in cooperation with local communities to identify solutions that are both responsible and sustainable. We work for the successful integration of refugees and where possible so that their wish to return can be realized.

In the DRC, it has been involved in humanitarian aid since 2009. In fact, previously in Orientale Province, DRC has gradually extended its range of action to North Kivu. The country office is based in Goma.

General Purpose of the Position

This role is country focused and ensures compliance with DRC procedures and guidelines in the country. The role contributes to the development of country strategies, which translate into action plans and daily tasks. The role provides technical support and / or advice to national operations while overseeing the financial activities of the country.
Under the supervision of the Head of Support Service (HoSS), the Finance Manager will ensure that all financial functions of the DR Congo country program, including accounting, payments and banking, payroll, budgeting , financial reporting and financial management and grant compliance, are adhered to in an efficient and timely manner. Finance Manager ensures compliance with donor regulations as well as internal DRC / DDG policies and procedures and provides support to program management teams as needed.

Responsibilities of the Human Resources position

Lead and manage the finance team (including people planning, performance, well-being and staff development)
Support the development and implementation of financial management capacity building of country finance team staff and provide support to finance teams in the field
Work to build the capacity of finance staff throughout the program through frequent continuing education sessions and mentoring support.

Financial management and planning

  • Finance Manager will oversee the finance department for the entire operation, providing training and supervision to finance staff in country offices as well as advice and adequate support to finance staff in area offices.
  • In close cooperation with managers in the geographical area, strengthen existing financial management and control procedures and systems in accordance with the guidelines of the DRC operations manual, internal guidelines and donor requirements.
  • Ensure compliance with the country's legal and financial obligations, such as taxes, levies and legal declarations
  • Monthly financial briefings to the Head of Support Services, including active participation in monthly budget monitoring reviews
  • Ensure thorough and effective budget control in country programs
  • Liaise with relevant officials on key financial matters for all programs in the country, including co-financing, financial reporting, key variances, and recommend and support any corrective action required, reporting major issues to the Head of support services for action
  • Monitor country program cash flow and liquidity and collect cash flow forecasts from all program managers and request funds from headquarters in a timely manner to ensure adequate funds are available in zone bank accounts .
  • Maintain an ongoing overview of funding levels and pay particular attention to shared support costs, including staff salaries
  • Ensure all documentation required for financial audits in cooperation with coordination staff and headquarters
  • In preparation for local audits, Finance Manager will support DRC's management team by liaising with government officials and external auditors, related to audit and compliance matters.
  • Contribute to the development of budgeting proposals in collaboration with managers
  • Ensure a master budget is in place and lead a monthly gap analysis meeting with the management team
  • Supervision, audits and control and implementation of corrective actions related to DRC operating standards. This includes, inter alia, oversight of all financial reporting and financial procedures, including the monthly financial reporting schedule, donor reports and audits, cash flow and liquidity management, legal framework and relations of relationship with national authorities.
  • Support HOSS in developing a country risk management plan that identifies key financial and operational risks and implements a mitigation strategy. This will be done through a regular review of the country's risk and issue register and the submission of quarterly contributions from the finance department.

Systems improvement and compliance

  • Ensure that DRC Dynamics is used to its full capacity in accordance with guidelines established by DRC Headquarters and Regional Office.
  • Ensure proper application of ERP financial processes across the country, providing remote and in-person field support and advice.
  • Responsible for ensuring that all new finance staff across DRC in Congo receive a thorough initiation into Microsoft Dynamics based on their role
  • Apply ERP system reports and data analysis to improve performance in country
  • Ensure that the country's ERP support is in place (i.e. super users)
  • Improve and implement comprehensive internal office controls in accordance with DRC's operations manual
  • Develop an approval and expenditure tracking process for the various DRC projects through Area Managers
  • Coordinate financial management and systems training for non-financial staff
  • Visit the field as necessary and oversee the financial systems and processes of field offices as necessary
  • Support the finance team on key compliance issues, such as the DRC operations manual
  • Review key processes and work closely with the Head of Support Services (HoSS) to suggest improvements in scale and efficiency, while managing risk

Reports and analyzes

  • Prepare donor financial reports for review at regional office / headquarters and ensure timely submission to donors, ensuring quality of reports.
  • Lead a monthly review of project expenses by comparing actual budget to budget and analyzing variances
  • Participate in the ongoing analysis, forecasting and review of project expenses, accrued liabilities and projections
  • Prepare and submit ad hoc reports on the financial situation of the portfolio for senior management, including annual prognosis reports in coordination with the program manager for pipeline projects affecting the master budget variance analysis
  • Review and approve the financial close of program activities as required by the grant rules, and verify that documentation and information is complete

Accounting

  • Review all financial data entries that go into the Dynamics ERP system
  • Ensure that all payment requests and wire transfer requests for payments to vendors are executed according to contract requirements and paid on time, adjusting work processes in the country office finance department as necessary
  • Provide time management, review and processing of payroll, invoices and field payments in accordance with DRC accounting procedures and donor policies
  • Ensure that reasonable, attributable and verifiable bank statements, bank reconciliations and expense reports are posted on Dynamics
  • Review monthly reconciliation of bank accounts and prepare for monthly close in accordance with guidelines provided by HQ
  • Prepare and participate in all required financial reviews / audits
  • Ensure all year-end and month-end reconciliations and closings are completed in a timely manner

As a manager, the incumbent is responsible for the following:

  • Responsible for achieving DRC's strategic goals and objectives in the area of ​​responsibility
  • Responsible for making important decisions about what the unit does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant resources from the unit.
  • Responsible for managing the people of direct reports. This includes hiring and firing, goal setting, probation, performance appraisal, staff development, performance management including poor performance, etc.
  • Responsible for making sound decisions based on DRC policies, MOPs, standards and DRC technical expert advice

Experience and technical skills

  • University degree in accounting, financial management, economics or similar disciplines.
  • Master's degree in finance, business administration, accounting or related field and at least an accounting certification
  • Have at least six (6) years of experience in the financial management of complex humanitarian programs
  • Demonstrate strong financial management skills and in-depth knowledge of international humanitarian organizations
  • Experience working with financial rules and regulations of relevant donors (such as UNHCR, ECHO, OFDA, SDC, SIDA, DANIDA), including financial reporting requirements
  • Have experience in achieving high goals in a very demanding and difficult environment with multiple conflicting priorities
  • Have experience in budgeting and financial analysis for large international NGOs
  • Proficient in the use of various accounting software such as QuickBooks, Navision and Microsoft Dynamics, etc.
  • Previous experience with Microsoft Dynamics is not required, but highly preferred
  • Demonstrate expert proficiency in Excel
  • Have a collaborative approach to work and have been able to achieve results by influencing others
  • Have excellent written and oral communication skills in English.
  • Master's degree in finance, business administration, accounting or related field and at least an accounting certification
  • Have at least six (6) years of experience in the financial management of complex humanitarian programs
  • At least 3 years of experience in personnel management
  • Ability to multitask and deliver results while working independently
  • Be autonomous and solution-oriented, with a history of solutions created through personal initiative
  • Be very sensitive to cultural differences and have a proven ability to work in a wide variety of cultural contexts
  • Ability to prepare training modules on accounting management and provide training to financial and non-financial staff.
