This position is located in the Division of Administration, Budget and Financial Services Section(ADM/BFS). Under the overall supervision of Coordinator Budget Planning and Implementation - Chief Finance, and in coordination with the Head of Units in the Budget and Financial Services Section, to:

Responsibilities:

  • Assess current PTS budget, financial and payroll policies and procedures and, from that, develop the ideal workflow to be used with the new ERP system.
  • Ensure that workflows incorporate key financial and budget controls as identified in policies and procedures.
  • Coordinate closely with internal and external finance and technical teams and evaluate how system changes will affect workflow, peripheral system integrations, data, and reporting. Recommend changes based on their evaluations and input.
  • Coordinate with the ERP team, identify a key group of core users who will support transition of budget and finance data from the old system to the new. Ensure that data to be converted is sound before the transition and ensure that balances that move from the old system are accurate.
  • Collaborate with finance leads, determine how grants, budget, cash balances and other balance sheet items should be accounted for into the new system.
  • Research design problems as they arise and propose solutions.
  • Develop and track project requirements and schedule meetings with the PTS project implementation teams.
  • Document, communicate and manage changes that surface during the ERP design and implementation.
  • Monitor and manage functional, schedule, and cost risks for the project.
  • Communicate, in close collaboration with the ERP team, project status at scheduled meetings and serve as a central source of ERP finance project information for BFS.
  • Manage, in close collaboration with the ERP team, the day-to-day aspects of training and testing of the finance, budget, grants, travel, payroll, assets and projects modules before launch.
  • Develop a training curriculum for the BFS staff, as well as programmatic and other staff on the ERP modules. Training materials should include user guides and job aids. Training itself should be prepared to be conducted both in-person and online.
  •  Identify key power uses who can be trained first and then train others.
  • Work with BFS and other counterparts for post-launch stabilization of the ERP system
  • Assist with initial year-end close and audit processes.
  • Working with key finance and budget leads to identify all types of reporting that will be needed from the new system. Then, working with the ERP team, develop these reports using the ERP report writer tools, with supporting dashboards as required.
  • Develop job aids so different types of users can perform reports.
  • Train users on report writing.
  • Develop accurate documentation of the finance and budget modules of the system.
  • Assist with drafting of new policies or revisions to existing directives, regulations and rules as necessary to reflect ERP process.

Requirements:

  • University degree in finance, business administration or a related field.
  • Professional accounting certification and membership in an internationally recognized accounting body is an asset.
  • At least five (5) years of progressively responsible professional experience in the areas of accounting, finance, budget or business administration is required, of which at least 3 years of demonstrated knowledge and practical. experience in ERP (preferably SAP) Budget, General Ledger, Grants, Payroll, Travel, Projects and Assets modules;
  • Preferably with an understanding of the complexities of multi-currency implementation.
  • Working with development of financial policies and practices in an international organization.
  • Thoroughness, excellent analytical and financial reporting skills are essential.
  • Ability to build strong relationships with clients, focus on impact and respond positively to constructive feedback.

Languages:

  • Excellent written and oral communication skills in English are essential.
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.
