As a Financial Control Assistant, you will undertake a variety of accounting and financial administration tasks in the areas related to project- and program-related disbursements for ADB's technical assistance (TA) claims and nonsovereign loans; coordinate the assigned activities in the Administrative Expense- Payroll, Accounts Payable and Travel sections, related to fiduciary and internal financial control compliance and process administrative expense payments. You will perform activities to support ADB's Organizational Resilience.

  • Process ADB's accounts payable transactions, administrative expenses and travel related claims by verifying their eligibility, validating against the applicable policies, administrative orders, and contract terms, and ensuring payments are made on time.
  • Perform accurate and timely processing and payment of salary, pension and other related staff benefits including termination pay and final pay of resigned staff using Oracle Applications while ensuring compliance with all relevant ADB's procedures.
  • Ensure steps are followed and documentation is prepared to make sure that payroll, pension, deductions, and benefit payments are correct and valid, and initiate process review to refine and strengthen internal control under the supervision of the Specialist.
  • Process TA claims, including liquidations, for payment of consultants, contractors and other service providers under ADB and donor's technical assistance grants or trust funds. Make sure that the claims/billings submitted follow contract provisions, relevant financial covenants, applicable administrative orders/circulars, and established Bank policies.
  • Participate in projects to enhance CTL's OR preparedness. Support the preparation and revision of the OR plan, provide support in organizing regular training on CTL's main activities following the OR plan, take part in quarterly testing and execution of OR plans on selected business operations.

Qualifications:

You will need:

  • Bachelor's degree in Accounting, Business Administration, or Finance. A Certified Public Accountant or equivalent qualification.
  • At least 5 years accounting or auditing experience, working with computerized accounting systems in a large organization.
  • Experience in accounting standards, policies and systems, and the general procedures, guidelines (about technical assistance operations) and reporting requirements prevalent in multilateral institutions.
  • Proficient with office suit (MS Excel, Word and PowerPoint), and large accounting software (e.g. Oracle ERP, SAP) and in the use of computer databases to input and extract information and create standard or ad hoc financial reports.
  • Experience with the relevant clerical procedures and guidelines and their importance.
  • Analytical and systematic, with numerical skills.
  • Experience liaising with staff within own work location.
  • Experience collaborating with teams as a constructive team member.
  • Good command of written and spoken English.
