The role is key to advancing WHH’s nexus programming approach, linking humanitarian assistance with sustainable development and resilience-building efforts. Key responsibilities will include proactive leadership of project activities, partner management and stakeholder engagement, with a view of advancing WHH strategic and programmatic objectives in Syria, including through the identification of new opportunities. The ideal candidate will have senior management experience to be able to play a critical role in overall financial management, risk management, donor reporting and liaison, external representation and relationship management with different networks and clusters in Syria.

Responsibilities:

  • Manage and mentor project staff according to WHH policies, procedures, guidelines while in consultation and coordination with the human resources team. 
  • Manage multidisciplinary project team(s) to support implementation and ensure effective coordination (including through regular team meetings and performance reviews), in line with WHH leadership principles, staff policies and manuals.
  • Recruit project staff and contribute to WHH recruitment processes in Syria as needed.
  • Ensure effective team building and capacity strengthening with particular focus on developing skills, knowledge and capacity relevant to attaining the overall strategic objectives of WHH in Syria. 
  • Ensure staff adhere to security protocols and prioritize safety in the field.
  • Provide strategic direction and capacity support to implementing partners, ensuring compliance with donor and WHH standards.
  • Drive localization efforts through partner and national/local stakeholder engagement, mentoring, and joint implementation planning.
  • Work with partnership teams to design capacity building plans, and support partners in preparing project workplans, budget forecasts, monitoring and evaluation plans and other project implementation related tools and reporting mechanisms.
  • Manage program budgets (multi-million EUR range) in close coordination with finance, ensuring transparency, efficiency, and donor compliance.
  • Contribute to procurement planning, contracting, and logistics to ensure timely delivery of goods and services.
  • Monitor financial burn rates and adjust programming accordingly to maintain performance and compliance.
  •  Closely work with program development and finance teams on the development of donor budgets for new proposals and/or project changes, in line with adaptive management approaches.  
  • Work closely with finance and other program teams to ensure that financial reporting and audit arrangements meet donor requirements, along with the implementation of adequate financial controls across different projects. 
  • Ensure the effective management of a large, complex and multi-stakeholder project in Syria, including donor compliance, effective project coordination and implementation, internal and external communication, 
  • Oversee high-quality, timely, and results-oriented implementation of WHH-led and partner-implemented activities. Primary responsibility over quality implementation, results and accountability monitoring. 
  • Monitor project performance ensuring operational and strategic leadership through detailed work plans, budget forecasts, procurement plans, and MEAL frameworks to implement rehabilitation and resilience project(s) in line with the highest quality standards. 
  • Provide sound technical guidance, oversight and advice on key intervention sectors, including:  social cohesion and peacebuilding, food security, livelihoods, resilience/early-recovery activities, specifically to meet technical requirements and quality standards in line with key sectoral guidelines. 
  • Lead the preparation of project profiles, general documentation for communication. 
  • Oversee the integration of cross-cutting themes and considerations across different projects/activities, including gender and protection mainstreaming and conflict sensitivity approaches. 
  • Identify and monitor project-related risks and challenges, through effective mitigation strategies, in close collaboration with the security team and partners. 
  • Contribute to WHH’s thought leadership on FSL/WASH and resilience programming by capturing lessons learned, success stories, and best practices, in collaboration with project and MEAL teams. 
  • Reports to the Country Director/Area Manager on the project(s) progress and all risks associated with project work.

Requirements:

  • Bachelor’s degree in a relevant field, including international development, social sciences, food security/ nutrition or a related field (master’s degree preferred).
  • Minimum of 7 years' experience in managing resilience building and early recovery interventions, including program design and program implementation, ideally in emergency or post-conflict settings.
  • Strong knowledge of food security and livelihoods approaches, frameworks and programming modalities; prior sectoral experience in conjunction with implementing social cohesion, peacebuilding and/or nexus interventions a must.
  • Strong background in project cycle management, proposal development, budgeting, and donor compliance.
  • Solid understanding of humanitarian and development coordination mechanisms and standards (e.g., Sphere, CHS).
  • Experience working with major institutional donors will be an added advantage (e.g., BMZ, ECHO, UN agencies).
  • Fluency in English (written and spoken) and Arabic.
