Hold overall responsibility for the implementation of the project in coordination with local partners and according to the workplan and budget. This includes both psychosocial activities implemented by partners as well as timely and targeted distribution of all cash assistance directly to beneficiaries.

Responsibilities:

  • Support partners in implementation of MPCA and Group Cash Transfer activities within the project timeframe and adhering to quality standards.
  • In coordination with Cash and Voucher Coordinator and partners, continuously identify the immediate emergency needs in project areas. Propose and implement actions to cover these needs.
  • In coordination with Protection Adviser, support the partners with monitoring psychosocial support, general protection needs and risks in line with Protection Cluster guidance and implementing actions to address them.
  • Ensure the smooth referrals between the Cash and Protection assistance programmes for project participants as needed.
  • Supervise Project staff and support them in their day-to-day work.
  • Coordinate with an implementing partner to support them in the implementation of projects and to ensure timely delivery of project outputs.
  • Carry out financial management of the projects, producing financial forecasts and verifying budgets vs actual on regular basis.
  • Ensure that a project procurement plan is in place and is implemented in coordination with the Logistics department.
  • Collaborate with Partnership team in the management of partnership agreements.
  • Work with MEAL team to analyze key data linked to project outputs and quality. Share the output level data with WHH MEAL department as required.
  • Support the partners in the effective functioning of mechanism for project accountability to affected population and community communication.
  • Contribute to positioning WHH as a thought leader in Cash and Protection through representation and participation in external coordination meetings and exchanges on best practice relevant to the project.
  • Regularly meet with local stakeholders including municipalities and others to ensure they are informed about WHH Cash and Protection activities.
  • Keep up to date on development in the Cash and Protection sector and raise identified gaps and needs.
  • Actively support Head of Programs and in-country Technical Advisors in the development of new proposals and the country strategy as required.
  • Coordinate with the Partnership Advisor on the capacity building needs of local partners and on the identification of potential new partners.
  • Generate project updates reports as per the donor regulations and country reporting requirements; ensure progress reporting on the humanitarian forum including activity information.
  • Manage and recruit service providers as needed.
  • Document best practices, lessons learned and challenges together with Cash and Protection teams, the Head of Programs and MEAL Coordinator for adaptation of the programs. Ensure that these lessons are shared with internal and external audiences.
  • Ensure that Cash and Protection activities are linked with other projects and especially those of emergency projects.
  • Ensure protection mainstreaming in the implementation of the project.
  • Promote safety awareness and environmental consciousness and comply with all applicable safety and environmental procedures and regulations.
  • Promote and take an active part in quality improvement processes.
  • Comply with labor discipline, labor protection and safety rules, fire-prevention requirements, industrial sanitation and labor hygiene rules, Safety, and Environmental regulations and guidelines.

Requirements:

  • Knowledge of labor discipline, labor protection and safety rules, fire-prevention requirements, industrial sanitation, and labor hygiene rules.
  • Experience working with national and international organizations.
  • Professional / formal education (technical collegedegree, Bacher’s degree in related field).
  • 1-to-2-year experience in project managementrelated roles and basic familiarity with community grants activities.
  • Familiarity with UN funding instruments such as UHF – will be an advantage.
  • Fluency in English to support internal and external verbal and written engagement.
