Job Description

Hazard, exposure and coping capacity related data in Central Asia and South Caucasus is collected and analyzed as a contribution to the INFORM Index on Risk Management model and also complies with the Sendai Framework monitor.

DUTIES AND RESPONSIBILITIES

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 100 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyses action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.
The main objective of this UNDRR's and the Center on Emergency Situations and Disaster Risk Reduction (CESDRR) joint initiative is to update subnational INFORM risk index for Central Asia and South Caucasus that will contribute to the assessment and measuring risks at regional, national and subnational levels, thus supporting decision-making at different stages of the disaster management cycle, specifically, prevention, preparedness and response.

Responsibilities:

In close collaboration with the program coordinator and INFORM Team Leader, the consultant will be responsible for the following duties and responsibilities:

  •  Coordinate data collection processes for INFORM subnational risk index, Sendai Framework implementation progresses and DRR related information in Central Asia and South Caucasus;
  •  Support in data processing and maintaining a repository of the collected risk data on hazards,
  • vulnerabilities and capacities in the region at the national and subnational levels;
  •  Coordinate and contributes to the analysis and visualization of hazard and exposure, vulnerability and coping capacity related data in support of the subnational INFORM risk management model;
  •  Provide guidance and expertise to the CESDRR in establishment of disaster risk related database for Central Asia;
  •  Liaise with National Statistics Offices, CESDRR, development partners, NGOs, donors and other organizations to promote data sharing and transparency.

QUALIFICATIONS/SPECIAL SKILLS

Academic Qualifications :

  •  Advanced university degree (Master's degree or equivalent) in information systems, information technologies, computer science, disaster and emergency management, or related area is required;
  •  A first level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Experience :

  •  A minimum of three (3) years of progressively responsible experience in information management, working with data processing and database management is required;
  •  Experience in the design and development of data collection tools, data entry, processing, analysis and visualization techniques is required;
  •  Experience working in international, intergovernmental and governmental organizations in Central Asia and South Caucasus is desirable.

Skills :

  •  Proficiency of Microsoft Office Applications, particularly Excel is required;
  •  Abililty to adapt and process indicators and disaster risk reduction related data is desirable;
  •  Ability to manage large dataset with detail-oriented approach and good priority management is desirable.

Language :

  •  Fluency in both English and Russian languages is required.
