This position is located in the Policy Planning and Operations Section, On-Site Inspection Division (OSI). Under the supervision of the Chief, Policy Planning and Operations Section, to:

Responsibilities:

  • Assist the maintenance and further development of On-Site Inspection (OSI) field information and communications systems – including geospatial, PC, and mobile information management applications – and their compatibility with related systems at headquarters.
  • Assist in reviewing and updating requirements and specifications of hardware and software for OSI data flow, information management and technical mission communications in line with concepts for OSI inspection team functionality and the OSI Operations Support Centre.
  • Support the maintenance, integration and review of OSI databases and records of development work for OSI field information and/or communication systems, including the cataloguing of spatial information.
  • Coordinates with contractors regarding development work on OSI information technology systems and compiles updates on schedules and budget status for review.
  • Contribute to the ongoing maintenance of divisional software applications.
  • Provide support in the development of OSI policies, manuals, standard operating procedures, work instructions, and any other relevant OSI guidance document as assigned.
  • Contribute to maintaining the OSI asset management system and perform relevant warehouse activities at the CTBTO Technology Support and Training Centre.
  • Participate in activities involving OSI field information systems including but not limited to relevant field tests, training courses, and exercises. Assist in the implementation of follow-up actions emanating from formal evaluation and informal review of such activities.
  • Perform other duties as assigned.

Education:

Completed secondary education. Additional background in computer science, information and communication technology, software engineering, information science, geographical information systems or related field is highly desirable.

Work Experience:

  • At least five (5) years of relevant working experience in the area of information and communication technology, development, or programming, part of which should have been in an international environment.
  • Experience in working with desktop and browser-based geographical information systems is essential.
  • Experience with contracts and vendors, part of which should have been in an international environment is essential.
  • Experience with information and communication technology in field deployments and/or in an international environment is an asset.
  • Excellent health and physical abilities, including comfort working in field conditions (sometimes involving demanding conditions, long hours, using protective clothing and equipment) and carrying, setting-up, servicing, and packing cumbersome equipment.

Languages:

  • Excellent written and oral communication skills in English are essential.
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian, Spanish) is desirable.
