The IM Specialist will design, implement and harmonize the system of data collection, processing, analysis and dissemination across DRC Syria HMA operations ensuring compatibility with DRC internal IM reporting system, and external IMSMA database. This includes the provision of technical input and support on information management to the Operations Manager, MEAL Manager and other Senior Management as required. Produce high-quality IM products for reporting, advocacy and support to DRC’s internal monitoring and evaluation.

Responsibilities:

  • Establish the DRC HMA IMSMA compatible Information Management system and develop forms, tools and databases for capturing, evaluating and improving project implementation from the HMA operational EOD and NTS/EORE teams.
  • Act as the liaison and Point of Contact between DRC HDP programme and UNMAS and other Mine Action actors within Syria.
  • Given the lack of a comprehensive centralized Mine Action database within Syria which captures countrywide data, coordinate with other Mine Action agencies and relevant GoS department and ministries to collect and construct a database which provides a countrywide source of information on which operational strategies and decisions can be based.
  • Ensure cooperation with the MEAL department and respond in accordance with an agreed schedule to requests for information for reporting purposes.
  • Explore innovative means for capturing and using data, storing information and documentation, and managing information.
  • In collaboration with the IT & MEAL departments, design and maintain a web-based platform for capturing and sharing implementation data and information utilizing the Survey 1,2,3 data collection platform, ensuring that the database is compatible with both MEAL requirements and those of the IMSMA database.
  • Ensure that all sources of verification are cross-examined prior to reporting.
  • Ensure timely and effective collection of data from data sources and identify appropriate data sources.
  • Mapping sector Program activities using Geographic Information Systems (GIS) or any other web based system that reflects area and type of organization interventions
  • Ensure that the programme has a documented engagement with beneficiaries in initial, mid-term and before closure of the project with learning points shared and actioned.
  • Produce monthly reports of project progress including accurate data-analysis and gaps, and maps.
  • Produce and update information products such as reports, charts, info-graphics and other visual materials in order to support and improve project implementation and reporting.
  • Ensure the security of all shared information.
  • Disseminate reports to clusters, donors and stakeholders as requested, ensuring the security of sensitive information.
  • Conduct data quality checks to the data/information periodically.
  • Create online forms and dashboards as requested by Senior Management.
  • Under the supervision of the Operations and Meal Managers, establish Information/Database Management policies and procedures.
  • Provide expert advice to the HMA Operations Manager to assure operational quality and compliance.
  • Undertake any other tasks assigned by the Operations Manager.

Requirements:

  • At least 3-5 years' experience in a similar position.
  • 2 years’ experience in IM in a Mine Action context including experience in database management linked to the IMSMA system.
  • Master's degree in relevant field (preferred).
  • A bachelor’s degree in a relevant field in addition to the required experience (required).
  • Fluency in speaking, reading, and writing in English.
  • Fluency in speaking, reading, and writing in Arabic.
