Major Tasks

  • Develop H&N Intermediate Result Indicators that will be Used to Track Progress in Addressing Bottlenecks and Behaviour Change Strategies and Provide Update on the Standard and Additional (Country Office Formulated) Indicators on a Quarterly Basis.
  • Provision of Technical Assistance in UNICEF Data Collection and Analysis, Complete and Accurate Reporting.
  • Support Collection, Compilation, Cleaning and Analysis of Outcome 1 Related Data (Maternal Health, EPI, Nutrition, WASH, Adolescent Health and Development, HIV) received from Government and Partners and Prepare Briefs and Presentation as needed.
  • Complete and Regularly Update Information Management Outputs of Regular and Emergency Programmes.
  • Keep and Enhance Database of Key Outcome Indicators Agreed with Program Officers.
  • Provide Data and Information Management Support for Team Project Proposals and Advocacy.
  • Provision of Technical Support to DOH/NNC in the Development and Strengthening of Country Monitoring, Evaluation and Information Systems.
  • Support DOH (DPCB, EB, KMITS) Initiatives in Conceptualizing and Operationalizing FOURmula 1+ Monitoring and Evaluation Framework and Plan for Maternal, Child, Adolescent Health and Nutrition (MCAHN) including Targeting.
  • Support Identification and Analysis of Capacity Gaps on M&E and Information Management.
  • Support Orientation and Co-Mentoring of Philippine Public Health Advocates (PPHA) on FOURmula 1+ Indicators, its M&E Framework and Plan.
  • Facilitate the Identification, Analysis and Validation of Bottlenecks in Existing Information/Reporting Systems (including but not limited to FHSIS, NOSIRS, etc).
  • Support NNC/DOH (and its Quad Clusters) to Develop Appropriate Action Plans based on Validated and Analyzed Bottlenecks to Improve Overall Efficiency of FOURmula 1+ reporting, M&E, and Information Sharing even During Emergencies.
  • Support DOH in Updating the AHDP M&E Plan based on the 2-year Implementation of Strategic Plan.

  • Health and Nutrition Realtime Monitoring System for Intermediate Indicators, Checklist Finalized with Agreed Upon Indicators and Real Time Monitoring Mechanisms in Consultation with T4D Team.
  • H&N 2019 Midyear Review - Workshop Design, Agenda and Draft Participant List.
  • Comparison Matrix of Existing Health/Nutrition Information Systems Based on Available Evidence and Documents.
  • Completed and Updated Nutridash Indicators and Consolidation of References with Accompanying Slide Deck.
  • Quarter 3 and Partial Quarter 4 2019 Monitoring Report and Updated Information Management Outputs on H&N and Outcome 1 Work Plans.
  • Consolidated/Updated Indicator Dashboards from Relevant Data Sources (NNS, NDHS, DOH/NNC Reports) to Support COAR and RAM Reporting for Outcome 1.
  • M&E Focused Trip Reports and Completed Quality Assurance Checklists.
  • Draft Indicators Defining Efficiency and Effectiveness of Existing Information Systems to Meet Program Needs of Health, Nutrition, WASH, and Adolescent Health/HIV.
  • Reviewed Inputs from EAPRO/HQ on Nutridash Submissions.
  • Consolidated Matrix of UNICEF Inputs and Recommendations on FOURMULA 1 Indicators and Scorecards (National, DOH Programme, LGU).
  • Reviewed IM Training Reports from NNC (Batch 1 of 4).
  • Quarter 4 2019 Monitoring Report and Updated Information Management Outputs on H&N and Outcome 1 Workplans.
  • Expanded Comparison Matrix of Existing Information Systems based on Available Evidence and Documents with Efficiency Indicators Assessed (Bottleneck Analysis).
  • Initial Matrix of Recommendations and Action Plan on Reporting of FOURmula 1+ Indicators and Scorecards.
  • Draft FOURmula 1+ M&E Framework.
  • Orientation Plan and Documentation of PPHA Orientation Series on FOURmla 1 + Indicators.
  • Reviewed IM Training Reports from NNC (Batch 2 of 4).
  • End Year Review Workshop Design, Agenda and Draft Participant List.

Qualifications and Competencies of Successful Consultant

  • Advanced University Degree in Development Studies, International Relations/Public Affairs, Public Health, Nutrition, Epidemiology or Relevant Degrees (Completed Units and Years of Experience can be considered in place of an advanced degree).
  • Training on GIS Mapping, Data Management and Infographics Design an advantage.
  • At least Five Years Technical Experience in Health and Nutrition and WASH Preferred Supported by Strong References.
  • Experiences in Information, Data, and Knowledge Management and Experience with Contributing to Academic Papers are an added advantage.
  • Relevant Field and Emergency Response Experience and Previous Work Experience in the UN highly desirable.
  • Strong Analytical and Presentation (Oral and Written) Skills including Use of Essential Computer Software Packages.
  • Ability to Meet Deadlines and Work with Minimal Day to Day Supervision.
  • Excellent Skills and Experience in Designing/Reviewing Plans.
  • High Coordination and Communication Skills.
  • Excellent Knowledge of English.
  • Excellent Writing and Analytical skills.

Languages: Fluency in English and local language is desirable
