Project Overview and Role:

The Australian Government, through the Department of Foreign Affairs and Trade (DFAT), has committed to deepen education links between Australia and the Pacific, providing scholarships to students from up to nine Pacific island countries to study their senior high school years in Australia.

The Pacific Secondary Schools Scholarships Program (PSSSP) provides selected scholarship recipients with the opportunity for a high-quality Australian education and practical youth leadership development to prepare them for their own future in higher education, training or employment, and to contribute to the economic and social development of their own countries.

Primary Duties and Responsibilities:

To implement the PSSSP Monitoring, Evaluation and Learning (MEL) framework.

  •  In close consultation with the M&E short term adviser and Communications and Public Diplomacy Manager, develop and execute activities as specified in the MEL Plan
  •  Contribute to the annual review of the MEL Plan
  •  Design, implement and manage MEL activities, including to develop data collection instruments, analyse and summarise data and to effectively present data and communicate results for the benefit of program improvement and reporting
  •  Use EXCEL/other statistical tools to analyse both quantitative and qualitative data and present fit for purpose reports that align to the program’s theory of change and results framework
  •  Implement mechanisms to capture and share lessons learnt, ensuring the program team are engaged in continuous process improvement
  •  Train the program team on appropriate monitoring and evaluation techniques to strengthen data, quality, accuracy and consistency
  •  Where requested by DFAT, help design and undertake research and evaluation activities, including developing approaches, methodologies and designing instruments
  •  Collate financial data to report against cost per student indicators in liaison with the Deputy Team Leader - Operations

Required Qualifications:

  •  Relevant tertiary qualification in statistics, Social Science, or any related field
  •  Strong work experience in the field of monitoring and evaluation or social research, preferably in the international development sector
  •  Knowledge of monitoring and evaluation concepts and procedures
  •  Ability to design and implement MEL activities data collection
  •  Ability to interpret project information and to identify and analyse problems with implementation
  •  Ability to use Microsoft Office software including Excel and other statistical packages.
